The National Social Protection Policy (NSPP) was designed to contribute towards the alleviation of poverty and vulnerability in the country. The overarching objective of the NSPP 2015-2025 is to facilitate the reform of the national social protection system by ensuring more efficient and effective use of resources, strengthened management and administrative systems, and greater progress towards a more inclusive form of social protection that makes basic income and social services available to The Gambia’s poorest and most vulnerable people – gradually expanding access to the entire population.
Considering the current nature of social protection implementation in the country, the NSPP recognises the need to improve the coordination mechanism of the sector. Through a cabinet directive, the National Social Protection Secretariat under the Office of the Vice President was created and mandated to oversee the coordination of the implementation of the National Social Protection Policy 2015-2025.
The EU financed Technical Support to the National Social Protection Policy (EU TS to the NSPP) project was introduced in February 2020 with the objective to facilitate coordination, build capacity, strengthen systems and generate evidence to promote social protection provision in The Gambia.
The objectives of this assignment are twofold:
1. Establish an information, education and communications strategy that provides a powerful advocacy tool to increase awareness, knowledge and commitment of Government and communities to the new social protection agenda and develop a costed implementation plan for the strategy.
2. Provide advice on the design of appropriate communication materials targeting different audiences as identified in the strategy.
Under the guidance of National Social Protection Secretariat and the EU TS to the NSPP, the specific tasks of this assignment include:
Conduct a brief desk review of available information (such as the Integrated Household Survey (2014-2015), the National Social Protection Policy etc.) to ascertain key information on the social protection needs and approaches in The Gambia to inform development of the IEC strategy. This will include a review of documents on vulnerable groups (including women and children, people living with HIV/AIDS and disability, youth, unemployed, migrants and refugees, the elderly) produced in the last five years. The document review should be targeted towards identifying the key messages that need to be conveyed to different stakeholders.Identify appropriate communication channels, dissemination methods and media such as video, print, web/online media, traditional media, and social media, among others, to effectively communicate key messages to specific stakeholders.Design a standard ‘branding’ for NSPS’s and others’ use in future publications.Based on tasks 1-3, develop and draft an IEC strategy to enhance the awareness, understanding, and knowledge of the general public and key stakeholders in government, the private sector, civil society, etc. at the national and local levels regarding social protection.Advise on the conceptualization, design and development of IEC materials on social protection with appropriate and relevant messages tailored for key stakeholders using various formats as appropriate, such as text, graphics, imageries, infographics, video, printed materials, reporting, presentations and meetings etc.Develop a costed implementation plan for the IEC strategy, including all activities related to advocacy and communication.Facilitate a national validation workshop to present the draft strategy to key relevant SP stakeholders.Revise the strategy in accordance with the agreed changes resulting from the validation workshop. QUALIFICATIONThe consultant should :
Qualifications : A Bachelor degree in communications, marketing or a relevant field.
General Experience : 
Demonstrated prior experience in developing IEC strategies, ideally in the social protection/development context.Have a good understanding of Social Protection issues in The Gambia.
Specific Experience : 
At least five years (preferably 7 to 10 years) of progressively advanced experience in strategic communications and public advocacy, which must include developing communications and advocacy strategies at the global, regional or national level.Have relevant experience in working with government and/or international organizations on consultancy assignments, especially in strategic communications planning.Have experience in producing good communication and advocacy materials for use by clients.Experience designing communication and outreach strategies for vulnerables target groups (women, youth, people with disabilities, etc.)
Skills : 
Have excellent proven written and spoken English and strong oral and written communication skills. Some knowledge of local language will be considered an advantage.Have experience in mainstreaming gender/nutrition considerations into IEC strategies.The duration of the Mission is estimated at 15 Working Days.
