Context

The Emergency Response Section in Head Office is tasked to respond to the needs of people when crisis occurs. The section operates several capacities that are deployed both to support our Country Offices in their response to an emergency, and to emergencies in countries where NRC has no prior presence. The ERS leads in the development of global systems, tools, and guidelines for emergency response in NRC and takes an active role in monitoring possible upcoming emergencies in countries where NRC is not present.

What you will do

As our Global Emergency Response Director, you will provide strategic and operational leadership to continuous developing NRC’s overall preparedness and emergency response capacity.  You will ensure that NRC remains responsive to emerging humanitarian crisis and as such, maintains its position as a leading humanitarian agency.

You will be leading a team of dedicated professionals, including our Global Emergency Response Teams; dedicated Roving staff; and our emergency team in Head Office.

Your responsibilities will also include:

  • Ensure rapid deployment to assess needs, initiate coordination and lead the start-up of any required first response programmes in affected countries. Ensure support to geographical regions if NRC is already established
  • Ensure resource planning and allocations of roving personnel and short-term recruitments to country programmes/ regions upon their request, or as directed by FO Director
  • Mobilise resources and develop relationships with partners and donors
  • Further develop NRC’s emergency response through RRM (Rapid Response Mechanism), also when done as multi-agency
  • Represent NRC at relevant humanitarian forums related to emergency response; explore and engage in strategic partnerships
  • Ensure development of global tools, guidelines, and methodologies relevant for emergency response in line with NRC standards, policies, and global best practice
  • Secure monitoring, review, and when relevant, participate in evaluation of effectiveness of NRC’s emergency response programmes
  • Ensure implementation of and adherence to NRC’s strategies, plans, systems, and regulations that are relevant to NRC emergency response work
  • Overall budget responsibility and authority, ensuring optimal use of the ERS’s resources
  • Recruitment of staff, including ERT members and roving personnel

What you will bring

  • Minimum 8 years of relevant leadership/management experience within the humanitarian field
  • Substantial experience from working in complex and volatile contexts and from emergency response
  • Professional knowledge of NRC’s sectors of programme expertise
  • Deep understanding of global trends that can affect humanitarian response to conflict and displacement and well-developed international networks
  • Understanding of leadership, management, influencing and development within a matrix structure
  • Documented results related to the position’s responsibilities
  • Fluency in English, both written and verbal. French, Arabic and/or Spanish is an asset.
  • Strong interpersonal skills
  • Team spirit, can-do attitude, and a positive attitude.

Whom you will work with

You will join our colleagues in Head Office and be part of the Emergency Response Section under Field Operations department, which is responsible for targeting our efforts in identifying and responding to crisis all over the world.

You will have seven direct reports: Team Leaders (2) of the Emergency Response Teams, Team Leader Start-up (Global Roving Country Director start up), Head of Emergency HR, Global Emergency Programme Adviser, Rapid Response Mechanism Advisor and Global Emergency Advocacy Specialist. You will report to the Executive Director Field Operations and be a member of the Field Operations Management Team.
