MSF recrute 01 Humanitarian Affairs Manager (m/f/x) – Egypt MSF Belgium


A key transit and destination country for refugees, asylum seekers and migrants from Africa and the Middle East, Egypt has seen a sharp increase in the number of arrivals in recent years due to growing conflict and instability in different countries. Many of them are suffering the physical and psychological consequences of the violence and exploitation they have experienced in their home countries, during their journeys or at their destination.

To respond to their specific needs, MSF runs a clinic in Cairo, the capital of Egypt. The facility takes a multidisciplinary approach to treatment, offering a wide range of services, including general consultations, gynaecology, mental health support and specialist referrals. The programme also has a social component linking patients to partner organisations for legal protection, housing, food and access to other social services. Our Health Promoters and Cultural Mediators accompany patients through their recovery process and conduct outreach activities among migrant communities. MSF continues to collaborate with various stakeholders in Egypt in order to improve the access of survivors of violence to proper care

In 2023, MSF Egypt is aiming at opening a second clinic in El Salam district, one of the poorest and most vulnerable areas of Cairo. The project will have the same structure as the one in Maadi, but will mostly target Egyptian host communities.


As Humanitarian Affairs Manager, you will:

  • Support and participate with the Head of Mission, Medical Coordinator, Project Coordinators,  Project Medical Referents and the rest of the coordination team, in the drafting and defining of advocacy strategies addressing medical-humanitarian priorities in relation to mission needs, ensuring that advocacy components are included in project and mission operational strategies
  • Propose program and timeframe for advocacy activity plans, identify advocacy roles and responsibilities for specific members of project and coordination, and ensure capacity building on how to define and deliver proper advocacy messages;
  • Support teams at coordination at field level to implement advocacy plans and activities
  • Draft regular situation reports for mission/HQ as well as reports for external use in line with mission advocacy strategy.
  • Design and support the implementation of data collection systems with regards to the mission context and medical humanitarian advocacy issues, in order to provide reliable information for operational and strategic decision making.
  • Undertake actor mapping and stakeholders’ analysis on behalf of the projects and mission, while providing guidance / support to Project Coordinator for the management of relations with local authorities, and strategic advice to Head of Mission / Medical Coordinator for national-level organizational positioning.
  • Lead discussions, trainings, briefings etc on the country’s medical-humanitarian context, MSF principles, international humanitarian law, medical ethics and advocacy activities/strategies to raise awareness of MSF national and expatriate staff on these topics.


  • Adapt and refine the mission’s advocacy strategy (including both Maadi and Salam projects) on a continuous basis, according to the evolution of political, humanitarian and healthcare contexts in Egypt
  • Provide monthly / and on-demand humanitarian context analysis, directed to internal operations and/ or medical teams
  • Reinforce networking and stakeholder engagement – including international, regional and national partners dealing with survivors of violence, providing support to host communities and to refugee communities, donors, academics, governmental authorities
  • Provide ongoing support to the project teams with tools and higher-level connections with partners, to facilitate the medical and non-medical support needed by MSF beneficiaries, especially the legal protection when needed when MSF cannot include this support as part of its scope.

Expériences / Formation


Education & Experience            

  • Master’s degree in Anthropology/Social/Political Sciences/Law/Gender Studies
  • Minimum 3 years humanitarian NGO experience and field experience in similar contexts.
  • Previous MSF experience an asset
  • Campaigning organisational experience an asset


  • Humanitarian motivation and interest
  • Good understanding of current humanitarian debates, dilemma and compromise nature of modern humanitarian interventions
  • Good knowledge of the MENA region’s political and humanitarian context
  • Proficient in the use of Microsoft Word, Excel and PowerPoint


  • Excellent writing and research/analytical skills in English; Arabic is a strong asset

  • Length of contract: 12 months (extension possible)
  • Contract type: fixed term contract
    • The contractual terms, conditions and salary will be established according to the official residence of the selected candidate and in compliance with the standard MSF function and salary grids.
