CONTEXT 
 

Within the General Direction of MSF OCB (Operational Center Brussels), the Climate, Environment and Health (CEH) program focuses on the reduction of the carbon footprint and the reduction of the organization environmental impact. Our goal is to reduce our carbon footprint by 50% at the horizon 2030. This program highlights that a better Demand & Supply Planning would contribute to this target by reducing unnecessary airfreight, overstocks and destruction, while at the same time generating savings to our operations.  

Driven by MSF’s goals, OCB Supply Chain’s role is to enable humanitarian action and provide reliable supply chain solutions. The supply chain is composed of different entities to cover the whole chain, all having interactions with each other. As such, the scope covers a supply chain that is specific, humanitarian, and subject to emergencies. The Supply Chain Department offers comprehensive supply chain management support to all OCB countries of operations. We oversee the entire supply chain for MSF Belgium’s Operational Center and is accountable for supporting all OCB operational locations in their supply chain management.  

As Demand and Supply Planning project manager, you are responsible for establishing and implementing a Demand and Supply process within our organization. Under the line management of the CEH Program Manager and the technical management of the Supply Chain Director, this critical role aims to optimize our supply chain by improving demand planning and optimizing the efficiency of the supply chain, fostering collaboration between departments, reducing unnecessary stocks and losses, contributing to a reduced carbon footprint and cost optimization.    

The Scope of the Demand & Supply Planning within MSF is to: 

  • Oversee demand forecasting processes of our operations, ensuring accurate predictions to meet the diverse needs of our operations by defining both qualitative and quantitative methods. 
  • Optimize supply chain operations, focusing on inventory management, procurement strategies, and order scheduling in collaboration with the relevant stakeholders. 
  • Priority will be given to Operational (short-term) planning horizon: collaboration in the ordering process and the Supply Chain response; Tactical (mid-term) planning horizon (yearly forecasts and budgeting): collaboration in the foreseeable evolution of the Demand and the Supply Chain adaptation. 

RESPONSIBILITIES   

  • Demand and Supply Planning design and Implementation: Develop and execute a comprehensive Demand and Supply Planning framework tailored to our organization’s unique needs and international operations 
  • Collaboration: Facilitate cross-functional collaboration among departments, including Supply, Medical, Logistics, Procurement, Finance and Operations, to align goals and improve communication. Collaborate with MSF intersectional stakeholders (Climate Smart) and external actors (Climate Action Accelerator) to support ongoing initiatives, share experiences and lessons learnt 
  • KPI Development: Collaborate with the Carbon data collection analyst and the SC performance working group to establish key performance indicators (KPIs) to measure improvements in demand and supply planning as well as carbon footprint emissions, tracking progress toward reducing unnecessary stocks and losses  
  • Incremental approach: Pilot the suggested process in relevant contexts involving all the stakeholders and evaluate the results. Propose improvements for a general roll out Continuously evaluate and enhance the Demand and Supply Planning process, identifying areas for improvement and implementing best practices 
  • Stakeholder Engagement: Collaborate with stakeholders at all levels of the organization to gain buy-in and ensure the successful implementation of Demand and Supply Planning initiatives 
  • Participate actively as member of the following platforms: General Direction CEH Team; Supply Chain platforms (ad hoc); Carbon Footprint Workstream 

Deliverables 

  • A Collaborative Demand and Supply Process agreed by all stakeholders and validated by the MSF management 
  • A documented working pilot in selected relevant contexts 
  • A program roll-out plan with investment needs for the following years 
  • A performance management system defined together with the Data Analyst and the Supply Chain performance working group to measure improvements 
  • Specifications requirements in term of tools 

Expériences / Formation

REQUIREMENTS  

Education and Experience 

  • Master’s degree in Supply Chain Management  
  • Minimum 3 years of experience in S&OP  
  • MSF or INGO experience is a strong asset 
  • Proficiency in S&OP related Supply information systems  

Competencies 

  • Proven capacity to understand business models and the specificities of the supported departments such as Operations, Medical, Logistics and Finance  
  • Knowledge of Forecasting, Demand and Supply Planning principles and best practices 
  • Knowledge in system thinking, change management and/or user centric and agile methodology  
  • Strong analytical and problem-solving skills. Active listener, communicates clearly and effectively, sense of diplomacy 
  • Excellent communication and interpersonal skills 
  • Strong ability to work in a team and to work/navigate multi stakeholder environment  
  • Strong cross-cultural awareness   
  • Strong humanitarian commitment and interest; motivation to work with MSF

Languages 

  • Fluent in English (oral and written) 
  • French is an asset 

Salaire

CONDITIONS  

  • Expected starting date:  As soon as possible 
  • Location*: Brussels (Belgium) 
  • Mobility: 1-3 trips to European locations and maximum one field visit 
  • Contract type: Fixed-term contract – Full-time – up to 50% of homeworking per week  
  • Contract duration: 9 months (eventual possibility of extension) 
  • Salary according to MSF-OCB HQ grid 
  • Meal Vouchers – Hospital Insurance (DKV) – Pension Plan – 100% reimbursement for public transportation costs
