Médecins Sans Frontières Logistique (MSF Logistics) is a French Association (1901 Law) non lucrative. MSF logistics is a Humanitarian European Supply Centre (ESC) created by MSF France in 1986.

Based in Merignac (Bordeaux City- France) with a hub in Dubai, this ESC has the mission to supply – in drugs, medical consumable, technical equipment, vehicles and diverse equipment – the humanitarians projects deployed around the world.

The services offered by MSF logistic encompasses the entire supply chain management: purchase, supply, storage, kits assembly plant, order management and transport organization.

Context & stakes

Since 2008, MSF Logistics has established and developed a specific branch in Dubai. The branch, which is known as the « Hub » aims at providing to the entire MSF movement with non-food items emergency stocks, while carrying out operational support for MSF missions across the region (Afghanistan, Yemen, South Sudan, etc.) under third parties logistic support (3PL).

One of the main axes of MSF Logistics’ strategic plan for the coming years is to enhance the integration into the global MSF supply chain as well as the contribution to its efficiency. The Hub in Dubai could play a crucial role in reaching this goal. But its use should be maximized and its functioning should be optimized through the removal of some obstacles that have been highlighted by recent studies (e.g. processes arduousness, lack of automation & interface with stakeholder information system, lack of efficiency and information quality by complicated daily task execution).

In that context, the main stakes are:

• To perform a comprehensive assessment of internal process and propose an optimized organization
• To propose correctives measures in order to improve the supply flows between the Hub and its stakeholders (MSF Logistique in Merignac, 3PL and MSF fields operations)
• To develop & implement and automate IT system

Objectives & responsibilities

Attached to the Hub Manager, you interact with all ESC stakeholders in order to guarantee the management, operability and development of Dubai platform. You remain within the operational framework defined by MSF logistic and respectful of UAE rules and applicable standards.

Your main objectives are to tackle the process optimization, information system alignment and KPIs’ linked to the process implementation

Your main duties

• Create/review process documentation/workflows, knowledge articles and self-service guidance for IT Services
• Collect and document of business requirements for project and process improvement/automation efforts
• Facilitate process workflow modeling in order to collaborate on process improvements, automation capabilities and clearly defined end-to-end use cases
• Review information and trends to ensure that the output of processes are achieving the desired results and that services are meeting agreed upon service levels
• Conduct maturity assessments against the process activities to highlight areas of improvement or concerns
• Identify issues and risks
• Bring inconsistencies and problems to the attention of management
• Participate in the problem resolution
• Track major incident management process and ensure adherence of the process and escalation requirements within the various support and delivery areas

• Prepare incident details for post-mortem incident reviews
• Extract reports and provide a high-level analysis of data for review
• Maintain a complete understanding of and adheres to all IT policies and processes

• Previous working experience as a Supply Chain Analyst for 3 years
• MA in Business Management, Information Technology, Financial Management or similar relevant filed
