Reports to technically:  MEU Mental Health Advisor & Telemedicine liaison – Medical Team Manager, Telemedicine Program Unit Manager

Hierarchical lines:  Head of the Middle East Unit,

Collaborate with the Telemedicine Coordinator in Amman & Medcos in the Missions

Position status: 12 months contract

Location: Amman – OCBA Middle East Unit Office

Salary: According to MSF OCBA level and salary scale for the decentralized Middle East Unit

POSITION OBJECTIVES:The MEU telemedicine Psychiatrist will contribute through his/her expertise to improve MHPS activities as well to insure quality management of severe patients.

He / She will provide on-going training and regular technical support to the field teams related to management of cases with mental health conditions through telemedicine services, enhancing the regional learning and development plan and specific know-how in Arabic language, with special initial focus on OCBA´s Cell 1 portfolio during 2019.

Other regions and MSF-OCs will also benefit from this remote support that will be increasingly requested as we advance in the fulfilment of the action plan related to expand and systematize the integration of the MHPSS component within medical services across the general MSF´s portfolio.

The position will also consolidate and share a knowledge on Telemedicine usage in the Middle Eastern context, inside and outside MSF. The position may also be asked to support other eHealth projects.

BACKGROUND: This position is a member of MSF Canada telemedicine team hosted by MEU, and sponsored by Telemedicine Canada and will contribute to the boosting of MSF´s ambitions related to the general integration of telemedicine services and MHPS packages within MSF medical services all across the Middle East portfolio (and potentially beyond) insuring technical capacity to provide quality psychiatric support for MH severe patients in the region, and facilitating the integration of the component in the different dossiers of the MEU´s CAHM.

Besides, the telemedicine psychiatrists based in the MEU will also be part of the network of telemedicine specialist benefitting all MSF field teams through store and forward system.

Finally, being a medical expert from the country/region would facilitate CAHM´s networking regional ambitions, as well as identification of think-tanks, potential partners, technical forums and platforms, etc.

Duties and responsibilitiesTelepsychiatry implementation and coordination

·         Provide trainings at field level, to MSF´s teams (GPs/Cos/MAM/PMR) and eventually partners and stakeholders on Diagnosis/treatment of psychiatric disorders based on mhGAP.

·         Promote and contribute to the integration and standardization of diagnosis/treatment for Mental Disorders as part of MHPS programs.

·         He/she assesses the needs technical needs and suggests capacity building solutions and provides technical support for field teams.

·         Capacity building trough trainings and webinars (Arabic) for medical teams regarding the integration of basic management of Mental conditions integrated in medical services (Pharmacological and non-pharmacological interventions) both on site when possible and remotely

·         Support the field teams in management of cases though close supervision/support and on the job training for the staff in charge as well as  co-management and provision of direct psychiatric care real-time consultations him/her-self when needed (complex/severe cases)  and possible

·         Building capacity for ensuring quality of the psychiatry-related services either in place or to be implemented through the launching of the EPP-MHPS toolkit within Cell 1 operations (and others to evaluate/include in the future)

·         He/she provides suggestions (Tesaco, MHAs) on how to improve the monitoring and evaluation of psychiatric activities in the projects. She/he guides the field teams on the correct use of the existing tools, and supports the analysis and the interpretation of related data.

·         She/he is part of the Store and Forward Network of specialists and provides technical support in assigned cases and inquiries from all MSF projects included in the system.

·         Support the missions in the region and the MEU to build the national and regional mapping of relevant actors, networks, think-tanks, etc specifically related to his/her technical area (psychiatry). Contribute with her/his expertise with technical inputs for the specific analysis of questions related to access to psychiatric care and availability of psychotropic drugs in the region for eventual advocacy initiatives.

·         He/she suggests (to Mental Health Advisor and TESACO) the necessary means to insure quality of the psychiatric care in the projects (Human resources: qualification, numbers, Organization of the psychiatric activities, Medical orders…)

QUALIFICATIONS/JOB REQUIREMENTSEducation and experience

·         A Diploma in Psychiatry (MD specialized in Psychiatry) from qualified University program.

·         At least 1 year experience in Humanitarian field and familiarity/experience with WHO´s mhGAP initiative

·         Fluent in English and Arabic (speaking and writing) French will be an asset.

·         Team spirit, flexibility, highly organized, stress management skills

·         Previous experience in delivering mhGAP trainings and supervision of GPs is a strong asset.

·         Previous experience with telemedicine systems and platforms is an asset.

·         Psychotherapy training and experience would be an asset.

PHYSICAL DEMANDS:
