MSF recruits 01 Cell Manager for Middle-East – located in Dubaï M/F

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organization created in 1971 that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation. The French section is present in around thirty countries.

In the context of reorganization, we are recruiting for the department one Cell Manager for Middle-East – located in Dubaï.

Operational Contexts
Since 2018, the Middle-East portfolio has been shared between two cells (4 & 8), one cell is located in Paris (cell 4), the other one in Dubaï. 8 countries are shared among the 2 cells: Afghanistan, Iran, Iraq, Syria, Jordan, Yemen, Lebanon and Palestine. Dubai cell (8) is managing 8 projects, 3 coordinations and a logistic base in Dijibouti. The total budget for the cell this year is 41 million euros.

The direction of operation keeps the logic of regionalization of the portfolios but aims, having 2 cells, to avoid the hyper specialization of one team. The quality of the interaction between the 2 cells is crucial and as a practical example, there are referrals of patients between Amman and Gaza projects.

The cell manager participates in the management of the Dubai office.

General objectives for the ops department, see the 3 priorities of the strategic plan:
(1) develop patient centered approaches,
(2) revise the organization of the work, and
(3) increase our knowledge and capacity of engagement with actors of the Aid system.

Main responsibilities
Under the supervision of the Director of operations, and by delegation of power, you manage your team and the operations led by your cell.

1/ To contribute to the definition of the operational policies and plans:

  • To take part to debates and decision-making processes (boards and group committee meetings when needed),
  • To elaborate regional or thematic strategies,
  • To draw up programs and define their objectives.

2/ To supervise the missions and thematic followed by your cell:

  • To be responsible of the pertinence and the quality of the field programs implementation,
  • To analyze the contexts of intervention and to propose relevant and adapted operations,
  • To define and adjust durably the resources to allow programs implementation and to set up the different steps of actions that need to be implemented,
  • To bring support to Head of missions,
  • To support them in the politicization of technical matters and the negotiation of the intervention area,
  • To guarantee the policies enforcement and tools implementation,
  • To make sure of the fluidity of information between the Direction of operations, the other departments, the fields and the cell team,
  • To be a privileged interlocutor towards support managers in the other departments,
  • To propose public communications.

3/ To manage the teams (3 Heads of mission and 8 cell team members):

  • To recruit, manage, advise, provide recommendations, support, motivate, federate the teams and develop their skills and qualifications,
  • To define their individual and collective objectives,
  • To check your team’s contributions to transversal matters.

4/ To contribute to the broadcasting of qualifications:

By participating to the definition and the organization of trainings,

By proposing reviews, evaluations and capitalizations on your sphere of operation.

5/ To manage the budget of operations of the cell and the teams:

  • To elaborate, manage and follow-up the budgets,
  • To guarantee funds research, to manage to fulfil their objectives and to insure contracts compliance.

6/ To represent MSF and its interests:

  • To represent MSF on you intervention area,
  • To check the fluidity of information and to coordinate all the expected actors (both internal and external) in your intervention area.

Experience / Training

You have a significant experience with MSF operations at the HQ or as a Head of Mission.

Languages:  You are a fluent French and English writer and speaker. Your practice of the arab language is considered as an added value.

Skills and aptitudes: You have very good skills on project management and are able to deal with team’s management.
You have a very good knowledge of MSF’s programs in Middle East contexts of intervention.
You are able to analyze geopolitical contexts in M-E and have an operational vision and lecture of this region.

Salairy

Status: Full time basis based in Dubai. Permanent contract with 4 months of trial. Frequent travel is expected.

Salary conditions: Health insurance: 100% coverage by Médecins Sans Frontières.

Expected starting date: as soon as possible.
