GENERAL CONTEXT

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

 

MSF is a civil society initiative that brings together individuals committed to the assistance of other human beings in crisis. As such MSF is by choice an association. Each individual working with MSF does it out of conviction and is ready to uphold the values and principles of MSF.

 

The MSF movement is built around five operational directorates supported by MSF’s 21 sections, 24 associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and decentralised in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the Communication Department.

 

JOB GENERAL OBJECTIVE AND CONTEXT

In MSF project countries and regional offices, there has been an organic growth usage of digital channels – particularly social media – across field operations and there is a need to sustain and manage this growth strategically in support to MSF’s social mission. To date there is a social media profile in some OCBA countries of operations, in addition to regional profiles such as Latin America, West Africa, East Africa, etc. The need to integrate more robust digital engagement components to operational comms strategies is further increased by the global scale of response and public narrative on COVID-19. This requires a greater level of guidance and support to both our operational and field communication colleagues.

In this context, the Digital Advisor for Operational Comms works on achieving the following objectives:

  • Reinforce MSF´s digital communication outreach and engagement tailored to local and regional audience and our operational needs;
  • Ensure the impact of our digital strategies in support our operations;
  • Strengthen our ability to monitor and manage crisis resulting increasingly from digital sources;
  • Strengthen digital culture and knowledge across field teams and the operational comms team.

 

Accountable to the Head of Operational Communications Unit, the Digital Advisor for Operational Communications supports digital communications strategies for MSF-OCBA operations in the field, including for local communication and engagement strategies but also building capacity to better understand and monitor social media or other digital channels in field contexts. Being part of the Operational Communications Unit, he/she works in close coordination with the Comms Advisers and Field Comms staff. He/she contributes to the digital culture and knowledge within field teams and develops internal/external networks around digital communication for MSF operations. In order to ensure transversal collaboration, transfer of digital skills, access to digital tools and integration of activities, he/she reports functionally to the Head of the Digital Unit and works in close collaboration with members of the Digital Unit.

 

 

MAIN FUNCTIONS AND RESPONSABILITIES

 

  1. Strategic input
  • Develop and advise on digital communication strategies tailored to the field contexts of OCBA’s missions and oversight on their implementation by field coms staff
  • Organize, facilitate and conduct digital context analyses as needed, including assess and guide on whether or not to open /or not country specific channels
  • Provide guidance on digital tools, formats and channels as well as relevant dissemination strategies including audience targeting and audience-building
  • Follow digital innovations and trends and share best practices

 

  1. Content management and dissemination
  • Support with the management the COVID portal https://msfcovid19.org/, develop content and expand to other languages and regions
  • Deal with external providers and partners to develop communication tools and platforms in support to operational objectives, in close collaboration with IT
  • Support with dissemination strategies (including digital marketing) to reach target audiences in project countries
  • Transfer key competencies within the Digital Unit to operational contexts: website design and structure, SEO, marketing, supporter and community engagement, etc.
  • Advise operations with innovative formats and tools

 

  1. Monitoring & Crisis Management
  • Ensure online monitoring during crises and emergencies with the support of MSF network and tools
  • Provide advice on crisis management resulting from digital sources, including management of fake news and rumours

 

  1. Training
  • Coach and train field coms staff to ensure the development and management of digital accounts (e.g. editorial line, content creation, dissemination, community engagement)
  • Provide information sessions/trainings on social media, digital tools and practices to peers in the unit and ops colleagues both in HQ and the field
  • Make sure that guidelines on social media and digital tools and practices are disseminated and known across field teams
  1. Networking
  • Participate to weekly meetings of the Operational Communications Unit and Digital Unit, with which he/she shares access to technical tools
  • Participate actively to the intersectional Digital Working Group for operational comms (DWG) and other relevant digital and comms platforms and discussions
  • Be a focal point and work in collaboration with digital peers in the communication hubs as well as the MSF relationship managers of major SM companies (Facebook, Twitter, etc.)
  • Be a focal point for Digital Health Promotion projects working closely with the “Patient multimedia engagement” TIC leader.

 

SELECTION CRITERIA

 

Training and Experience

  • Solid and proven experience (middle to senior) in digital communications and social media strategies and community management
  • Experience of remote collaboration and distance coaching
  • Very good command of English and at least another of the following languages: French / Spanish / Arabic
  • Photo and video production skills, and/or basic of Adobe Creative Cloud, an asset
  • Flexibility and ability to work under tight deadlines.
  • Creativity and sense of initiative
  • Availability to travel with at short notice to complex security contexts
  • Previous experience in MSF or the international humanitarian sector an asset
  • A good judgement of ethical aspects of communication, copyright and legal aspects
  • Good knowledges of Office 365 and Mac environment

Salairy

POST CONDITIONS

  • Position based in Barcelona in Médecins Sans Frontières OCBA office.
  • Duration: 6 months
  • Full time job
  • Annual gross salary: 34,182.28 € (divided in 12 monthly payments) + secondary benefits based on the MSF OCBA Reward Policy
  • Starting: Immediately
