Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in more than 35 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

Based on the assessment findings carried out by MdM France and MdM Germany in the Somali region, an emergency project has been developed, aiming at the humanitarian needs in the Nogob Zone caused by ongoing drought and conflict in the area.

The project has started in July 2019 (2 year duration, extension possible depending on the context), with fundings from German Foreign Affairs Office (GFFO), MdM is implementing several health activities in and around the village of Gerbo, Somali Region, focusing on SRH, BEmONC and prevention of epidemics, whereas a local partner NGO is focusing on Nutrition and WASH in Nut activities.

The progam is a joint MdM network project between MdM France and MdM Germany.

TASKS AND RESPONSIBILITIES

Under the supervision of the deputy general coordinator and in close collaboration with the HQ finance officer and HR officer, you restructure the finance and HR department of the mission with a particular focus on strengthening the working links within the finance and HR department of the mission and also with the logistics department. You support the recruitment of a national administrative coordinator, train her/him and train and follow up the administrators in each base on MdM tools and procedures.

You also manage the Ethiopia mission in day to day HR, financial and administrative tasks, and line manage the administrative team in Addis Abeba until the national administrative coordinator is recruited.

Your main responsibilities are:

– Manage the administrative team
– Support the recruitment of the new administrative coordinator
– Train and mentor the new administrative coordinator on: MdM procedures and accounting, budget follow-up, grants and partners follow-up, HR and administrative procedures
– Support the new administrative coordinator in budgeting for new proposals and drafting of financial reports for existing grants
– Upgrade monthly accounting and BFF (in support of the administrative coordinator) and follow up with operation coordinators and budget holders
– Revise and supervise implementation of money security procedures (cash management)
– Finalize and implement revision/drafting of key HR procedures, guidelines and policies (CoE, internal regulations, seniority policy, hardship allowance, etc.)
– Finalize the revision of the existing function and salary grid

CONDITIONS OF EMPLOYMENT
Status : Employee

Contract : Fixed-term contract
Duration : 12 months
Starting date: as soon as possible
Gross monthly salary 2 845 euros
Based in Addis Abeba with regular field visits
Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)
Transportation cost, vaccines and visas covered
Guesthouse housing
22.5 RTT (recovery days) per year
5 weeks of paid leaves per year
Health insurance (60% covered by Modem and 40% by the employee)
Insurance (repatriation…)
Punctual teleworking agreement (40 days/year – minimum of 6 months seniority required)

SKILLS AND EXPERIENCE NEEDED
At least 2 years of humanitarian mission experience as administrative/financial/HR coordinator
1 year experience with Médecins de Monde in an international mission is a plus
Strong knowledge in training and support
Experience in finance management, administration and HR
Good knowledge of logistics and the way administration and logistics department interact
Ability to work quickly, under pressure, and with short deadlines
Technical skills in: security, supply chain, stock, team management and IT
Flexibility to adapt to changing requirements
Excellent communication skills, listening and diplomacy skills
Ability to listen, provide guidance and foster good team dynamic
Pedagogy and organizational skills
Language: fluent in English
