MdM France recruits 01 Network operations coordinator

Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in more than 35 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

MdM-France began implementing activities in Syria in 2012, developing progressively cross border operations from different countries. 2018 has been a transitional year as the context evolved strongly. MdM network, through different chapters, is present in different areas in Syria and is working under different modalities.

• Syrian teams are delivering direct services, through health facilities and mobile units
• Local partners are supported financially and technically
• Local health authorities, when existent, are supported through medicines provision

2019 will go through new context evolution, which will request to adapt again our modalities of intervention, within the MdM network.

MdM Turkey (DDD) is operational in Turkey and is funded by MdM France, to support Syrian refugees in Turkey. They also develop programmes in Afrin and Idlib districts, in North West Syria.

MdM Spain is operational in North East Syria and is funded by MdM France. They also receive the support of MdM France team based in Iraq.

MdM France is also supporting local actors inside Syria, in the areas controlled by the government.

TASKS AND RESPONSIBILITIES:

Under the responsibility of the head of international network unit, you are the focal point concerning contracts, donors-related issues, proposals and reports for projects carried by MdM France and implemented by DDD, MdM Spain and MdM France in Syria and Turkey.

More specifically, you will be in charge of:

1.Coordination of contracts carried by MdM-France and implemented by the network in Turkey and Syria

-be the focal point for the donors contracts currently signed by MdM-France, and implemented by MdM Turkey (DDD), MdM Spain and MdM France in Syria
-liaise with the persons in charge for Syria and Turkey in the different chapters
-ensure that the interventions in Syria and Turkey always respect MdM’s mandate, values and internal rules and process
-lead the coordination of the network’s operational strategy in Syria and coordinate the budget’s building and review
-ensure good communication and coordination between Syria teams, MdM chapters who are funding the projects and donors
-ensure network relations through Syria mission are in line with global MdM framework
-coordinate the production of the different MoUs between the chapters for contracts signed by MdM F
-request and follow up funds transfers between chapters for contracts signed by MdM-F

2.Reporting / audit

-coordinate the production of proposals, amendments, contracts, reports and audits towards donors for contracts signed by MdM-F
-supervise the content of these documents with the chapter carrying out the contract
-ensure a particular coordination with the financial manager in Paris dedicated to the same contracts
-share the different monthly reports to the relevant interlocutors inside the organization, including the MdM international network

3.Capitalisation of MdM network operational experience

-update regularly a risk analysis for MdM-F and alert the appropriate department when relevant
-make recommendations for future operational partnerships within MdM network
-Regularly document lessons learnt

CONDITIONS OF EMPLOYMENT:
Status : Employee

Contract : Fixed-term contract
Duration : 12 months

Starting date: as soon as possible
Gross monthly salary: 3041 euros
Premium equal to one-month salary paid in two instalments – minimum of 6 months seniority required
Health insurance (60% covered by MdM and 40% by the employee)
22.5 RTT (recovery days) per year
5 weeks of paid leaves per year

50% reimbursement for transportation costs

SKILLS AND EXPERIENCE NEEDED:
Bachelor’s degree or equivalent in project management
Experience in project management of minimum 3 years
Humanitarian experience is compulsory, in an emergency setting preferably
Experience in coordination is necessary
Experience in a headquarters would be an asset
Previous experience with MdM is a strong asset
Knowledge of Middle East context
Knowledge of donor’s requirements

Languages :
Fluent English and French (written and spoken)
Turkish would be an asset

Ability to argue, negociate and convince stakeholders and to talk in public
Ability to build and follow up a budget
Ability to use financial tools
Ability to organize activities and objectives and to distribute workload
