Context:
Since the formation of the Federal Government of Somalia, the country has made significant progress towards restoring peace and security. However, significant destabilizing factors remain, including conflict and natural disasters. With about 2,6 million displaced in Somalia, and a significant number of returnees from the region and beyond, Somalia has struggled to cope with high numbers of displaced, particularly in a highly urbanizing context.
Increasingly, opportunities arise to support efforts in stabilization, recovery, peacebuilding, and durable solutions to displacement. IOM has been instrumental in its support of communities to drive, and government to increasingly lead on building progress towards durable solutions to displacement. With strong emphasis on localised capacities and community priorities, as well as
humanitarian-peacebuilding-development nexus approaches, increasing partnerships are building momentum towards durable solutions. IOM equally supports quick impact stabilization interventions that are catalytic towards creating a context that allows the next steps of peacebuilding and durable solutions.
Under the direct supervision of the Chief of Mission and under the guidance of and close coordination with the Recovery and Durable Solution (RDS) Coordinator the successful candidate will be responsible for the strategic development, planning, day-to-day implementation,  budget oversight, staff  supervision  and  coordination  of the Recovery and Durable Solutions (RDS) unit’s activities.
Core Functions / Responsibilities:
1. Manage the overall implementation of IOM Somalia RDS projects in a timely manner, and be responsible for its financial, administrative and technical oversight in line with IOM policies and practices as well as donor requirements.
2. Actively contribute to the development of the RDS strategy, implementation   modalities, and monitoring and evaluation (M&E) framework, in coordination with the RDS Coordinator, M&E Officer and Project Officers and through close collaboration with other units of the mission, the Regional Office, national and local authorities, beneficiary communities and other relevant Durable Solutions stakeholders.
3. Work to position IOM, in accordance with institutional strengths and mandate vis-a-vis other Durable Solutions partners.
4. Represent IOM at relevant meetings (platforms related to Durable Solutions, Returns, Early Recovery, Stabilization, etc.) and with government and stakeholders relevant to the Unit.
5. Proactively   create and   strengthen   linkages   with   other IOM Somalia units, including Migration Health, Somalia Stabilization Initiative, Camp Coordination and Camp Management and Displacement Tracking Matrix.
6. Take responsibility for enhancing the capacity of staff within the RDS Unit and contribute to institutional learning at Somalia mission and global levels.
7. Ensure proper documentation and external representation of the Unit activities implemented, including   that   all   supportive   documents   for   the   projects (distribution reports, way-bills, beneficiary registration, land agreements, etc.) are recorded and filed.
8. Maintain oversight over project deadlines, financial and narrative reporting requirements in accordance with IOM Rules and Regulations and donor requirements.
9. Ensure timeliness and efficiency by regular and periodical monitoring of progress and budget utilization throughout implementation   of the project activities; advise the management   on corrective measures if necessary.
10. Regularly coordinate and share implementation update with the relevant units of IOM Somalia, UN agencies and donors for enhancing internal/external   coordination and public relations.
11. Establish and maintain strong partnerships and timely liaison with implementing partners, the   donor   community, government   entities, local   authorities, UN   agencies   and   other stakeholders on plans and implementation status as well as technical issues that may need to be addressed.
12. In close coordination with the Project Support Unit, develop concept notes, project proposals Page 2  /    5
and budgets and actively liaise with existing and potential donors for funding opportunities for the Unit.
13. In close coordination with other units, particularly Displacement Tracking Matrix Unit, lead on developing an evidence base for programmes through research, feedback mechanisms and the application of Durable Solutions’ best practices and frameworks in the context of Somalia.
14. Manage donor trips and external monitoring.
15. Performs such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, Peace Studies, Conflict Resolution, International Development, Law, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience implementing stabilization and/or durable solutions programmes in a post-crisis volatile setting, including project management at middle or senior managerial positions undertaking progressive responsibilities;
• Experience in resource mobilization, development of project designing, monitoring and evaluation with familiarity with the logical framework approach and proposal/report writing;
• Experience in facilitation and coordination of training;
• Experience in handling sensitive situations and cultivate productive relationships;
• Working experience in the Somali context an advantage;
• Knowledge of the United Nations Department of Safety and Security (UNDSS) protocols, and experience working in a phase Ill or above security environment;
• Strong budgeting and general analytical skills and familiarity with financial management.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Somali, Arabic, French and/or Spanish is an advantage.
