Project Description

Johanniter has been active in DRC since 1995, with a focus on North Kivu since 2008.

The overall objective of Johanniter International Assistance’s Program in North Kivu, DRC, is to reduce mortality and morbidity by improving the health conditions and reducing vulnerability of IDPs and host population. Johanniter’s interventions aim to improve, in close cooperation with the MoH, the provision of and access to quality primary health care and to support the improved nutrition status of children under five, pregnant and lactating women and other vulnerable people (such as elderly people, people with disability, people living with HIV/AIDS, and survivors of SGBV). Furthermore, the improved access to water, sanitation and hygiene is part of Johanniter’s DRC programme.

Job Responsibilities and Accountabilities

Overall Job purpose:

The Project Development Assistant position is an international staff position within Johanniter International Assistance in DR Congo structure. The overall objective of the position is to assist and support the Head of Mission (HOM) in ensuring high-quality reporting and proposal writing.

Receives technical advice from:       Desk Officer HQ, Finance Controller HQ, Logistics Coordinator HQ, Regional Head of Finance

Tasks

Compliance

  • Review and oversee donor compliance and internal regulations and advise SMT within implementation
  • Provide training to staff and partners on compliance and reporting requirements
  • Identify and develop strategies to optimize the grants administration process
  • Monitor documentation connected with donor-funded projects
  • Proactively gather information and stay conversant on new trends and developments relevant for (especially German) funding

Project development and management

  • Maintain a strong working relationship with the HoM and Coordinators to contribute the delivery of quality outputs in both project implementation, preparation, review and reporting.
  • Ensuring high-quality reporting and proposal writing for all projects in DRC in close collaboration with the HOM, Medial Project Coordinator and Desk Officer Berlin.
  • Keep relevant staff informed about upcoming deadlines and deliverables, thereby ensuring smooth completion of work responsibilities
  • Finalise proposals and reports and send them on time to Desk Officer after consultation of HoM and Medical Project Coordinator. Thereby ensure consistency of different chapters and investigate in case of inconsistencies. Translate all relevant documents from French into German and/or English and vice versa.
  • Support HOM and Medical Project Coordinator to ensure that the projects are being developed and delivered to clear strategic priorities
  • Contribute to ensuring monitoring systems are in place and that project reviews/audits/evaluations are carried out periodically in conjunction with the HOM, Coordinators, Desk Officer, local stakeholders and project partners
  • Contribute to ensuring adherence to timelines for all relevant proposals and reports, ensuring their quality as well as timely production and submission to HQ in accordance with Johanniter and donor contractual agreements
  • Travel to all project sites if required

Other:

  • Support Head of Mission in all other tasks
  • When delegated carry out representation with other NGOs, UN agencies, local and national government bodies, donors and other relevant parties when relevant and in coordination with the HOM and Medical Project Coordinator, ensuring that all parties are kept informed of activities as appropriate
  • Contribute to country strategy and annual planning with the HOM and Coordinators
  • Frequent field visits are part of the job profile.

 

Person Specification

Profession/Qualification:

University Degree in a relevant field or equivalent degree OR relevant work experience in similar position

Experience:

  • At least 1 year of experience in project proposal development, logical frame work, and report and proposal writing in the field of humanitarian aid and development cooperation
  • At least 1 year of experience of overall project management in developing countries with a volatile security context, in Sub-Saharan Africa
  • Experience in working with German institutional donors (Auswärtiges Amt, BMZ) and of donor reporting requirements
  • Experience in project needs assessment and budget management an asset
  • Previous working experience in DR Congo desirable

Skills:

  • Fluency in German, English and French with excellent verbal and written communication skills
  • Confident and proficient in the use of MS Office
  • Team builder with an ability to coach staff, cultural sensitivity and team competence
  • Diplomatic and an effective communicator at all levels
  • Strong organizational skills
  • Willingness to travel, live and work in a volatile security environment.
  • Willingness to live in a team house with people of different cultures

 

Terms and Conditions

Start date:                                Monday, April 01, 2019

Contract duration:                 definite contract for 12 months (with possible extension)

Remuneration:                        37.600 € – 39.564 annual gross salary (according to Johanniter AVR-DWBO Annex Johanniter internal tariff and depending on relevant previous working experience).

Benefits:

maximum one month salary as annual special payment (depending on length of service within the year)

– social security provisions (lump sum 375 € per month) (for expats not falling under social security)

– international insurance package

– 29 days annual paid leave

– yearly home flight (for contracts > 1 year)

– Per diems (for international postings) for days in project country (currently 56€ per day)
