As a senior member of the country program, the Health Coordinator will have overall responsibility for the Health Sector.

The Health Coordinator will be based in Abidjan but he will be out of Abidjan regularly. S / he will implement the Ivory Coast Health Sector Strategy. This position is responsible for the development of the deputy health coordinator, working with the Deputy Director of Programs and Country Director, and.

The Country Strategy Plan (SAP) and the Country Strategy Plan (SAP) are the most important elements of the country’s health care strategy. IRC Outcome and Evidence Framework (OEF) and theories of change (ToC) related to health outcomes. To this end, he is closely coordinating and collaborating with IRCs in other technical leads, ensuring the effective integration of these sectors in the health portfolio and visa-versa. Moreover, it ensures the active participation and representation of IRC in external technical meetings, including coordination platforms, such as the health technical group.

 

 

MAIN RESPONSIBILITIES:

 

Implement IRC’s health strategy for Côte d’Ivoire including the following key activities:

 

  • Country Strategy Plan (SAP);
  • Identify other unmet needs in the health sector and explore the potential of the IRC addressing those needs. Conduct additional needs assessments, as required;
  • Represent IRC to local communities, government departments, international agencies, local partners and donors on health related activities
  • Coordinate the development of new proposals and initiatives for the IRC health sector;
  • Provide supervision of IRC health and environmental health projects and key staff. Extend technical support and supervision to the IRC’s implementing partners;
  • WHO, Sphere, and IRC, Ministry of Economic Infrastructure, WHO, Sphere, and Ministry of Health. Ensure that all health sectors are evidence-based and consistent with best practices;
  • Ensure and oversee the design and implementation of a global monitoring and evaluation plan for all sectors, in line with global IRC standards. This system should ensure that activity, impact and output are captured in an effective and efficient way, and that programs are continually tailored to optimize quality and impact levels;
  • Liaison regularly with the Project Managers / Coordinators, and the HQ Health Technical Unit to provide updates on the program, discuss emerging challenges, and collaborate with the IRC’s Outcome and Evidence Framework (OEF) theories of change (ToC) related to health outcomes;
  • Monitor evolving the needs of the target communities and the programmatic priorities as appropriate and appropriate;
  • Work with other sectors to integrate programming, share learning, and maximize impact of activities;
  • Develop and implement a staff capacity building strategy that prioritizes and enables managers through training and delegation;
  • Ensure that Human Resources issues are dealt with effectively and efficiently, providing or securing necessary support for program staff, as well as developing and implementing a staff capacity building strategy that prioritizes and enables managers through training and delegation;
  • Provide a progress and final reports, including lessons learned, for internal use by IRC technical and program staff.
  • Collaborate with Grants department to ensure the timely submission of information for donor reports for all health projects, including reporting against the logical framework.
  • Review all reports prepared by the field staff and provide appropriate feedback to the concerned staff, and ensure that reports are written and submitted to concerned bodies in a timely manner.
  • Responsible in the development of program budgets, procurement and spending plans, in collaboration with program managers, review Budget vs. Actual expenditure for health programs on a monthly basis with staff

 

Qualifications

  • MPH required and clinical degree preferred;
  • At least 5 years’ experience in implementing health programs in developing countries;
  • Significant monitoring and evaluation experience (including both qualitative and quantitative methods);
  • Excellent writing skills (proposals, reports, etc.)
  • Strong budget management skills and experience managing multiple grants.
  • Excellent communication skills and flexible work attitude: the ability to work productively in a team environment & independently;
  • Ability to work under pressure in a possible unstable security environment;
  • Proven problem solving and results oriented;
  • Fluent English and French required. Reports to:          Deputy Director for Programs.Length:                 24 months initially with extension contingent on funding availability.Typical position:    Accompanied.
