Context:

Under the overall guidance of the Chief of Mission and the direct supervision of the Resource Management Officer, the successful candidate will be accountable and responsible for the administrative and financial functions of IOM Senegal.

Core Functions / Responsibilities:

1. Maintain appropriate internal controls to safeguard the Organization’s assets, control cash and prevent fraud.
2. Analyze unusual transactions (accounts payables, receivable and cash) to recommend processing.
3. Assist the RMO in the development and implementation of new/revised work methods, procedures, and systems.
4. Ensure financial documents are in conformity with relevant financial regulations, policies, and procedures.
5. Determine the correctness of cases processed; propose improvements in work methods and Page 1 / 4training for staff.
6. Work closely with other internal functional units of the mission, as well as banking donors and other stakeholders as required in the performance of administrative and financial functions.
7. In coordination with the RMO provide guidance to staff inside and outside the finance component concerning the correct application of finance regulations, rules, or procedures to cases.
8. Assist in preparation of annual budgets for the mission, monitor budgets control and report variances between budget and actual expenses, and assist in the preparations for budgets of new programs and donor’s reports.
9.Check Payroll versus budgets and ensure that salaries are correctly allocated to consistent with IOM’s Projectization criteria.
10. Create and facilitate teamwork and assist in training national staff in the area of administration, finance on IOM procedures and regulations with respect to e-support and PRISM.
11. Oversee and facilitate the payroll of Country office in coordination with RMO.
12. In close coordination with the RMO, conduct regular monitoring and supervise the sub-office Finance activities.
13. Monitoring the Service fees mission project and ensuring proper reporting in coordination with the program units.
14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Accounting, Business Administration or a related field from an accredited academic institution; or
• University degree in the above fields with two years of relevant professional experience.
• Professional certification as Chartered Accountant or Certified Public Accountant advantage. Experience
• Experience in financial management, accounting and budgeting;
• Familiarity with financial oversight and public administration;
• Experience preparing reports, budgets, statistics and coordinate administrative activities;
• Good knowledge of human resources management (PRISM HR an advantage);
• Knowledge of IOM/UN Common System regulations, policies and procedures;
• Experience in liaising with governmental and diplomatic authorities as well as with international institutions;
• Knowledge of International Public Sector Accounting Standards (IPSAS) and SAP (PRISM) highly desirable;
• Previous work experience in an emergency mission is an advantage;
• Knowledge of IOM/UN accounting system, software and procedures a distinct advantage;
• Knowledge of MS Office products and good computer literacy skills required. Languages

Fluency in English and French are required. Working knowledge of Wolof an advantage. Page 2 / 4Desirable Competencies:
