International Medical Corps and International Medical Corps United Kingdom with headquarters in the United States and the United Kingdom respectively, work collaborate to maximize resources for the delivery of appropriate relief and development activities.

Since February 2020, International Medical Corps has responded to the COVID-19 outbreak in 26 countries to date. Pending funding from UK-DFID’s Rapid Response Facility (RRF) for COVID-19 for preparedness and response to primary and secondary impacts of COVID19 on the most vulnerable populations, International Medical Corps will strengthen local health systems in five countries to prevent further transmission and save lives.

Job Purpose 

 

The Technical Advisor (Health) will work closely with the technical staff and other relevant departments to establish and support the DFID RRF funded Covid-19 activities in South Sudan, Pakistan, Yemen, Central African Republic (CAR) and Democratic Republic of Congo (DRC). They will serve as the main health focal point for this project, and deploy as required. They will maintain open lines of communication with the country teams, Senior Directors of the regional platforms and the Technical Unit to ensure timely implementation of program activities and donor reports. S/he will monitor service quality, ensure that all staff are trained and well-supported, COVID-19 supplies are properly managed and support results reporting. 

·         The Technical Advisor will work with the existing country teams to help establish and implement program activities, ensuring that all activities are in line with globally accepted guidance (MOH/WHO/CDC).

·         They will assist with planning, implementation of activities, reports, reviews, work plans and budgets

·         The Technical Advisor will work in collaboration with relevant sectoral technical advisors, and other departments such as logistics, finance, new business development.

·         The Technical Advisor will provide technical advice to the country offices, in line with International Medical Corps Quality Minimum Standards.

Main Responsibilities ·         Proactively ensure support for RRF activities through IMC’s COVID-19 management structure.·         The Technical Advisor will work with the existing country teams to help establish and implement program activities, ensuring that all activities are in line with globally accepted guidance (MOH/WHO/CDC).

·         Work closely with the technical unit.

·         Collaboration with other departments such as; International Programs, Emergency Response and Global Logistics units with functional departments

·         Support country programme teams to plan, implement and report RRF-funded activities, in integration with ongoing country activities and partnerships

·         Monitor the health programmatic aspects during the implementation of programs.

·         Review implementation plans provide recommendations for implementation adjustments or quality improvements to ensure activities meet World Health Organization and donor COVID-19 best practices and IMC Minimum Technical Standards.

·         Support and review results reporting and evaluation as needed

Person Specifications
Essential Desirable
Qualifications Qualified health professional, preferably medical doctor. Master’s Degree in public health orinternational development
Experience ·         Significant experience in overseas NGO health programs at a managerial level, designing and implementing·         Management of projects relating to primary/secondary health care, communicable diseases/outbreaks, Infection Prevention and Control (IPC), or equivalent combination of education and experience.

·         Experience of working in complex environments.

·         Experience in working with and managing remote teams.

·         Extensive experience in humanitarian response country-level implementation and results reporting.·         Experience with DFID funded project management and reporting

 

Skills & Competencies ·         Demonstrated ability to resolve operational critical challenges as they arise·         Strong organizational and problem-solving skills with analytic approach

·         Strong interpersonal, management and leadership skills

·         Ability to collaborate across headquarters departments to assess needs, implement and monitor activities

·         Ability to integrate and work well within multi-ethnic and multicultural teams

·         Proficiency with MS Word and Excel

·         Ability to read, write, analyze and interpret, technical and non-technical in English

Ability to effectively present information and respond appropriately to questions

Language(s) Fluency  English French or Arabic desirable
Other Ability and willingness to travel to implementing countries as necessary and when safe.
