Background

The Democratic Republic of Congo (DRC) confirmed its tenth outbreak of Ebola Virus Disease (EVD) on August 1, 2018, just days after the Equateur Province EVD outbreak ended. The National Institute of Biomedical Research (INRB) completed the sequencing of the virus’s genome and has determined that the new outbreak, in North Kivu and Ituri, is not linked to the Equateur Province outbreak. The Ministry of Health (MoH), as of September 23, 2018, has reported 150 cases of hemorrhagic fever, with 119 confirmed as EVD and 31 probable cases of EVD. There has been a total of 100 reported deaths, out of which 69 were confirmed EVD deaths in this outbreak.

Job Purpose

The Logistics Manager will ensure leadership in the Emergency Response Zone of IMC Mission in the DRC specifically in Beni, Mangina and Butembo to promote accountable and programs’ support through logistics related activities in accordance with International Medical Corps Logistics policies and procedures. Fundamental to this role is the ability to manage and motivate the logistics teams and external partners such as vendors and other potential stakeholders. Capacity building and timely submission of reports is highly required for this position.

Main Responsibilities

Logistics Support/Operations

  • Provide the technical oversight, input and supervision to coordinate logistics staff in order to support the delivery and implementation of all logistics support systems in accordance with IMC Logistics policies and procedures
  • Provide requisite support and guidance to procurement process in IMC zones of intervention likewise manage local and international procurement process to ensure timely delivery of goods and services;
  • Actively engage with freight forwarding agencies, freight handling/clearance agents, and local Customs, to ensure that cargo is managed at all points of the supply chain to make sure that all tracking and reporting deadlines are met;
  • Capture pipeline information and coordinate the management of the logistics support ensuring that Program staff are well-informed and well-prepared for incoming goods and materiel in transit.
  • Ensure timely reporting on stock status to help Program staff with planning of stock replenishment and tracking of consumptions likewise advise and support Program staff on reporting;
  • Supervise and coordinate IMC fleets and fuel management to ensure proper management of existing fleet system;
  • Ensure timely reception of GIKs make sure items received and recorded accordingly;
  • Develops a logistics procurement strategy in his/her area of operation in collaboration with the Logistics Coordinator.
  • Supports the development of Procurement Plans by effectively supporting the program teams. Ensure that Procurement Plans related to programs implemented in his/her area of operation are regularly updated.
  • Identifies the key needs in her/his area of operation in terms of supply and proactively develops, in collaboration with the Logistics Coordinator, a strategy for setting up BPA.
  • Supports initiatives from the country office to conduct Market Surveys in all markets identified by the Logistics Coordinator.
  • Ensure the follow-up of international orders and keep all key stakeholders present in the field office and in the coordination informed of progress and challenges encountered.
  • Ensure that requesting departments are kept informed of the progress of purchases in the area of operations, the level of stocks and assets available for the implementation of activities.
  • Maintain accurate filing systems of logistics documents which include contracts and assets management records.

 

 Compliance

  • Ensure compliance with International Medical Corps policies and procedures, donor regulations and local laws
  • Ensure that the disposal of asset and commodities, especially those subject to US Export Compliance regulations, are in line with applicable licenses and are properly documented
  • Ensure compliance with government regulations/requirements for importation of goods and supplies, tax exemption applications are recorded appropriately.

 

 Human Resources

  • Manage all staff within the logistics teams with integrity in accordance with HR procedures and policies to promote team spirit, accountability and professionalism.
  • Management performance appraisals of the logistics team members of assigned duty station;
  • Oversee the entire cycle of recruitment of logistics positions within Beni, Butembo and Mangina Field Office

 

Training/ Capacity Building

  • Determine training needs and advocate make plan for professional development for national staff;
  • Coordinate the delivery of training for national staff to increase their responsibilities in order to build capacity, and ensure sustainability of programs support.

 

 Working Relationships

  • Proactively engage with the Logistics Coordinator and key staff (Program, Finance, Medical) on all matters logistic to ensure that programmatic and project planning incorporates sufficient funding for logistical support staff and logistical support mechanisms.
  • Proactively engage on a regular basis with regional IMC logistics teams, and logistics coordinators from other organizations to ensure appropriate links for interagency logistics coordination.
  • Proactively engage, local government, project partners, UN agencies and other non-governmental organizations in order to plan, organize, and schedule cargo movements, distribution of goods and materiel as well as the provision of adequate information to resolve problems and seek solutions.

 

 Representation

  • Represent IMC in a positive and professional manner contributing to the creation of a positive image and overall credibility of the organization, notably through the application of IMC’s mandate, ethics, values and stand-point with regard to other actors.

Experience / Qualifications
  • The qualified candidate must possess a Bachelor degree in Business Administration, Supply Chain Management or similar discipline.

 

Experience

  • Five to seven years of experience in Senior Logistics function specifically in humanitarian context.
  • Evidence of practical experience in logistics management within the Humanitarian context specifically in contracts, customs clearance, transport, warehousing, cargo booking, fleet management, asset management, and GIK management and supply chain.
  • Proven record of experience of the management of logistics at a coordination level.
  • Experience with donor specific procedures.
  • Prior experience of logistics software solutions (desired)
  • Experience of the management of budgets and the ability to prepare timely, complete and accurate reports
  • Expertise in training within logistics for national and international staff
  • Strong organizational and problem-solving skills with analytic approach
  • Strong interpersonal, management and leadership skill
  • Ability to work in participatory manner with staff to assess needs, implement and monitor activities.
  • Ability to integrate and work well within multiethnic and multicultural teams.
  • Ability to work in harsh conditions, often in remote areas.
  • Strong negotiation, interpersonal and organization skills.
  • Valid driving license.
  • Proficiency with MS Word and Excel (minimum requirement).
