Background

Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the world’s largest volunteer-based humanitarian network. The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), IFRC is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The IFRC is served by a Secretariat based in Geneva, with regional, country cluster teams and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency, coordination, and accountability for performance; knowledge sharing; promoting collaboration within and respect for the Movement; and expanding engagement with partners. The southern Africa Cluster Office based in Pretoria, South Africa provides representation supports to the ten National Societies (NS) of Angola, Botswana, Eswatini, Lesotho, Malawi, Mozambique, Namibia. South Africa, Zambia, and Zimbabwe. Based on IFRC mandate. Cyclone Idai made landfall on the evening of 15 March 2019 in the port city of Beira located in Sofala Province of Central Mozambique. The cyclone wreaked havoc on Beira and surrounding areas resulting in loss of communication, important damage and destruction to shelter and settlements, health and WASH facilities and thousands of hectares of standing crops, communication infrastructures and as well as loss of life and injury. In response, the IFRC launched a CHF 31 million dollar, 24 month appeal seeking to support over 200,000 people in the areas of health, shelter, WASH, Protection Gender and Inclusion and National Society Development. The IFRC has established a large operational structure working with CVM (Mozambique Red Cross) to implement the operation.
Job Purpose
Mozambican Red Cross with the support of the International Federation is executing actions that involve different construction processes to support affected population by cyclone Idai occurred in March 2019.  The operation has a Shelter Delegate that requires support by an experimented professional to serve as a liaison between the construction works and the logistics and Cash Transfer Programming (CTP) in order to comply the operations objectives in time, quality and scope.
Job Duties and Responsibilities
Design a materials’ management tool to establish into the operation (direct transport to communities by suppliers or in kind distribution…), to offer effective and efficient transport, reception and warehousing according to the communities’ needs and operation’s capacities.
To serve as Liaison between the Shelter, Logistics, CTP and HR Teams in all the matters related to construction processes: materials procurement through vouchers or in kind distribution, community skilled workers engagement in construction works through short term employment service contracts, logistics related to the community skilled workers trainings delivery and management of construction contracts for the rehabilitation of CVM offices.
To ensure effective quality control of construction materials as well as its sustainability certificate when is required.
To ensure proper tracking of construction materials all along the supply chain process.
To facilitate the distribution plans (vouchers or in kind) in coordination with CTP and Logistics Team.
Support the Shelter Team in the planning and monitoring of construction works, in coordination with the CVM social mobilization and construction monitoring teams.
To provide concise and timely reports about the related matters.
To establish and guarantee an effective working relationship with CVM staff within the IFRC Operation and the strategic stakeholders.
Education
Relevant university degree or equivalent professional qualification in Structural/Civil Engineering, Architecture, Urban Planning, Construction Management or related technical field.
Experience
Experience in working in both emergency and developmental contexts (especially in community-based approaches)
A minimum of 7 years of demonstrated experience on shelter & Settlements /construction projects (private sector and/or humanitarian/development context)
A minimum of 3 years’ experience in humanitarian interventions including large complex operations and/or development programmes.
Familiarity with current standards and guidelines for humanitarian emergency response including those related with Shelter & Settlements.
Knowledge and understanding in the use of participatory tools in community planning approaches and experienced with trainings on build back safer construction techniques (software component shelter assistance)
Budget development and budget management experience
Knowledge, skills and languages
Ability to work effectively in a multi-cultural environment and practice political and cultural sensitivity
Excellent communication and inter-personal skills particularly for training and developing staff, capacity building and mentoring
Pedagogic skills to develop and delivering technical trainings and technical messages
Sound managerial, interpersonal and organizational skills including planning, budgeting, monitoring of construction projects
