Background
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 190 member National Societies. Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the World’s largest volunteer-based humanitarian network. The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. Ebola is endemic to the Democratic Republic of the Congo (DRC). In May 2018, the DRC Ministry of Health (MoH) officially declared the 9th epidemic of the Ebola virus disease (EVD) in Equateur province. This was the ninth Ebola outbreak in the country, and the first in the province. The humanitarian community, including the Red Cross and Red Cross Crescent partners, quickly mobilized resources to face this new EVD outbreak and on 25 July the outbreak was officially declared over. This epidemic caused a total of 33 deaths for 54 cases reported (38 confirmed and 16 probable) in three affected health zones of Wangata (Mbandaka), Bikoro and Itipo. One of the key Red Cross response during the active outbreak phase was SDBs. Over 100 RC volunteers were trained in SDB and teams responded to over 80 SDB alerts. On the 1st August the MoH officially declared a new EVD outbreak in Mabalako Health Zone, Beni territory. Following an alert from the North Kivu Provincial Health authority about a cluster of cases in Mangina end of July 2018, four samples out of six tested positive for EVD. On 6 August 2018, the Institut National de Recherche Biomédicale (INRB) confirmed by genetic sequencing that this latest outbreak is caused by the Zaire ebolavirus species and is not connected to the recent outbreak in Equateur Province. As of 26 April 2019, a total of 1,396 EVD cases have been reported in the region, 1,330 of which have been confirmed and 66 which are probable. Confirmed or probable cases are localized to five health zones in North Kivu, and one neighboring health zone in Ituri Province.
Job Purpose
The position holder will focus on the PMER function of the international appeal for the EVD One International Appeal (OIA) operation;
To provide professional support and assistance to the completion and delivery of reports. The PMER delegate will facilitate the production of quality and timely delivery of all reports (Operations Updates, Emergency Plan of Action (EPoA) revision, Appeal revisions and pledge/grant-based reports) required by and agreed with donors. This will be achieved through rigorous adherence of defined reporting standards and by following principles in planning, monitoring and evaluation.
To assist in the scoping exercise for the development, set up, and implementation of the Federation Wide Reporting and Monitoring System (FWRS) to be used in the context of the EVD OIA. To establish a solid monitoring system.
Job Duties and Responsibilities
Reporting:
Act as the reporting focal point for the EVD OIA.
Facilitate and manage all Federation operational reporting requirements on the EVD OIA with particular emphasis on timeliness and quality. This relates particularly to the Operational Updates, revised EPoA, revised appeals, and pledge/grant-based reporting which need to be managed and developed in close collaboration with the Operations Team in the country office, for submission to the PMER unit
Provide advice and technical expertise / support to IFRC Eastern Africa Country Cluster Office and South Sudan Country Officer on standard PMER practices and procedures.
Advise and assist the management team in DRC, South Sudan, Uganda, Burundi and Rwanda on reporting needs for specific target audiences, e.g. the UN, governments, contract-based donors and partners.
Maintain a regular communication line with the PMER unit in the Africa regional office.
Assist in the scoping exercise for the development of a FWRS to be used in the context of the EVD OIA. The delegate will assist in the process to set up a system to monitor and report on the Federation-wide response to the Ebola operation to enhance planning and coordination and contribute to more efficient use of resources and efforts.
Planning:
Participate and give guidance to the EPoA and programme planning and revision processes.
Serve as regional focal point for quality and accountability, and monitoring and evaluation for the IFRC programmes, working with and coordinating other relevant interests of the IFRC regional office, country operations, different Partner National Societies and other relevant actors.
Monitoring:
Assess and help strengthen current monitoring and evaluation system and approaches adopted by the Red Cross Red Crescent operations.
In tandem with operational team in the country office, develop monitoring and reporting templates for the National Society volunteers and staff.
Support the complementarity of Beneficiary Communications & Accountability crosscutting support services with PMER systems of the programmes.
Evaluation:
Assist in the preparation and management of the final evaluation for the EVD OIA.
Assist as requested for the EVD chronological review.
Assist in the development of regular case studies, programme evaluations and appropriate accountability of the Federation supported activities. Guide baseline studies and ensure proper collection and analyses of data.
Support documentation of processes and collection of implementation tools of programme projects/operations.
Analysis and Research:
Manage the analysis of EVD research being produced at field and global levels to provide recommendations to the EVD regional and field teams on how to re-operationalize the data back into the response.
Participate in telephone conferences and provide advice on planning, monitoring and reporting requirements,
Coordinate all reporting activities closely with the HEOps/Ops manager and sectorial coordinators,
Coordinate training initiatives closely with the PMER Unit in Nairobi,
Ensure close coordination with the regional finance team related to budgets and financial reports,
Provide support to technical staff in monitoring and gap analysis of the Ebola emergency activities,
Facilitate strategic planning,
Training and capacity building in data collection, analysis and M&E,
Coordinate with technical focal points on the use and interpretation of data,
Participate in IM/M&E Related meetings and Interact with other partners in the field (e.g. OCHA, WHO) to ensure proper coordination and data sharing,
Data and Reporting Quality assurance,
Focal point in updating and maintaining the EVD GO Operational Page,
Carry out other duties and tasks (appropriate to this job description) requested by the Head of Ebola Operation.
Education
Bachelor’s Degree or equivalent in relevant area preferred,
Basic Delegates Training Course or equivalent knowledge.
University studies in international development, social sciences, communications, planning or similar area.
Experience
Minimum of 5 years relevant international experience in project design, monitoring and evaluation, participatory needs assessment, data collection and analysis.
Knowledge of integrated programming and accountability systems.
Preferable 3 to 7 years’ experience in supervising needs assessments and surveys, in data analysis, in selecting and managing consultants, and in coaching staff and facilitating training.
Familiarity with RC operating environment helpful, or experience in disaster relief, recovery or development work.
Self-motivated, with good judgment and initiative, and the ability to work with and manage others.
