Job Purpose

Working in close coordination with the NS and the cluster delegation, the Shelter Technical Officer is expected to work with a team of the NS staff and volunteers. He/she will ensure that shelter activities meet technical specifications, quality standards and that the progress is according to the work pan.

Additionally, he/she will contribute to the facilitation/supervision of the technical trainings for affected families and community skilled labour. She/he will also provide technical guidance to volunteers reporting to him/her.

Job Duties and Responsibilities

Line Managed by the Operations Manager and under the technical supervision of the IFRC Shelter Regional Coordinator, the job holder will be responsible for the following duties:

Outline of Duties and Responsibilities

Support the NS in assessment and preparation and validation of beneficiaries list.

Study and understand the directives for Cash for Shelter, housing technical drawings, shelter training manual, National Building codes and any other relevant guidelines on shelter construction.

Assist the NS in organizing technical trainings for affected families and community skilled workers on owner-driven repair/reconstruction build back safer techniques.

Working together with the NS team, explain and socialize designs and build back safer technology to the beneficiaries.

Working closely with NS team, ensure that the beneficiaries understand the quantities of materials required for construction, estimated cost of the house repair/reconstruction, time of construction, required quality for materials and total cost of works.

Discuss with the community leaders and beneficiaries to prepare practical implementation plan.

Working closely with the NS team in assisting the beneficiaries in the whole process for Cash for Shelter.

Supervise the work of selected families and community skilled workers, provide technical guidance and ensure that the construction work is according to quality specifications.

Ensure that the progress is according to the work plan

Continuously supervise and provide technical support to volunteers, community mobilizers and masons to ensure that the construction work is carried out as per design and quality specifications

Keep daily record of progress and report to all relevant channels

Comply with IFRC Code of Conduct, policies and procedures, and Security and Safety Protocols

Education

University degree or Diploma in Civil Engineering, Architecture, Construction Management or any other related field. Required

Experience

At least 3 years of working experience in construction and engineering works in the field/ construction site. Required

Experience in emergency response, recovery and resilience building with a humanitarian or development organisation. Preferred

Experience in field supervision and quality control of construction works. Required

Experience in community-based training program. Preferred

Experience in supervising, managing and supporting teams. Required

Ability and proven experience in transferring knowledge and skills through formal and informal training of staff and volunteers. Preferred

Experience of working and coordinating with other stakeholders, local governmental authorities, partners, food suppliers, traders. Preferred

Experience in communicating effectively with target population affected by disasters. Preferred

Experience of working for the Red Cross Red Crescent Movement. Preferred

Knowledge, Skills and Language

Knowledge of good practices in participatory methodology, program planning and design, monitoring and evaluation, learning, and accountability.

Good organizational skills.

Excellent analytic and computer skills (MS Word, MS Excel, MS PowerPoint).

Knowledge of STATA, Epi-info, SPSS or equivalent statistical analysis software

Strong workshop facilitation skills.

Skilled in training, mentoring and coaching individuals and groups, as appropriate.

Capable of influencing and obtaining cooperation of individuals not under supervisory control, as a member of multinational team, and managing remote relationships to achieve results.

Highly motivated, self-starter able to lead a process, engage others and create ownership.

Flexible and willing to deal with ambiguity, changes and challenges.

Able to prioritize work, multi-task and meet deadlines.

Willing to travel and operate in a demanding working environment.

Working level in spoken and written English 

Good command of French.
