Organizational ContextThe International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
Job PurposeThe Finance Officer will be assigned responsibilities to ensure effective and efficient delivery of Finance and administration services for the Country Cluster office. The incumbent will report to the Office Finance Controller.
Job Duties and Responsibilities
Internal Control and Risk ManagementWork closely with National Societies (NS) to ensure correct booking of expenditures to the correct budget lines, ensure expenditure is incurred in full compliance with the project funding agreement, Federation Financial and Procurement Procedures.
Process of National Society returns in the financial information System. Financial ReportingSupport production of financial reports due to the donors, filing of income tax returns.
Ensure NS are aware and adhere to donor funding and financial reporting, generation of reports that help program managers monitor expenditures and balances, preparation of financial reports and updates on donor and PNs funding, and timely working advance reporting for National Societies.
Audit and ComplianceSupport with providing National Society Working Advance Documents during NS the internal and external audits.
Ensure completeness of these documentation.Carrying out of SPOT check /expenditure verifications for the National Societies.Assist in reviewing project funding agreements and implementation of the same. Financial ManagementSupport project managers in preparation of the operating budgets.
Review these on a quarterly basis and ensure budget revisions are prepared and submitted for upload.Review spending against income on the projects and report any anomalies to the respective project managers.Support in reconciliation of NS working advance accounts. MonitoringReview social and fiscal declarations prepared by HR to ensure compliance to National Laws and regulations, monitoring accounts to ensure proper coding, check expenditures to ensure donor compliance with financial requirements and in line with Audit Recommendation.

Supplier Account ManagementPerform ageing analysis of supplier accounts and submit monthly reports to the Finance and Admin Coordinator.
Be the focal point for reconciliation of accounts payable. Ensuring the balance sheet accounts on payables are reconciled and can be tied to respective supplier balances.
SupportSupport-trains, supports, and assists program departments in matters to do with working modalities with the National Societies especially working advance procedures.
Assist in the communication and enforcement of all financial policies and procedures on accounts payable. ProcurementFinance focal point for the tender committee -Review of Supplier lists- Support pre-qualification exercise. Verification of contracts.

Administrationsupports in communication and enforcement of all financial policies and procedures.
Month End ClosureReview 1422 AC-working Advances to National Societies.
Review documentation as submitted by National Societies.Books after ensuring these are following the Project Funding Agreements and are booked to the correct appeal or pledge.Prepare the OJF and Clear 1422 as part of the month end closure process.EducationBachelor of Commerce in Accounting or Finance management or relevant qualification. RequiredFully qualified CPA. Required
ExperienceAt least 5 years in similar positions. RequiredPrevious experience in managing ECHO/USAID/EC grants. RequiredPrevious experience working at the Federation Delegation, ICRC and/or National Society will be an added advantage. PreferredKnowledge, skills and languagesProficient computer skills.Broad understanding of Red Cross/Red Crescent activitiesBudgeting and Reporting SkillsData and financial analysis.Previous Experience in managing ECHO, USAID GrantsFinancial Management
