Organizational ContextThe International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat The IFRC re-established a Country Office for the response to Cyclone Idai and Kenneth in 2019 and to strengthen the long-term capacity of Mozambique Red Cross (CVM). The IFRC, through its status agreement with the Government of Mozambique, set up structures in Beira and Maputo to better support the operations and to ensure capacity strengthening of the CVM. IFRC deployed, through its global tools, surge staff and Emergency Response Units (ERUs) at the onset of the emergency. Mozambique remains a country highly prone to hydro-meteorological hazards with extreme impacts on the country’s population and infrastructure. Mozambique has suffered multiple shocks, and over the past three (3) years, the most significant disasters affect the same areas. In January 2021, Tropical Cyclone Eloise caused heavy rainfall resulting in thousands of displaced people. The cyclone caused severe flooding in the same area that was just recovering from the 2019 cyclones and by tropical storm Chalane on 30 December 2020.
Job PurposeWith the aim of strengthening resilience of vulnerable communities against disaster- and climate-related risks, and enhancing CVM’s preparedness and response capacities, the IFRC is seeking a Disaster Management (DM) Coordinator, who will be the technical lead in ensuring overall guidance, management, and coordination of the IFRC´s support to CVM in the DM Portfolio which can include Preparedness for Effective Response (PER) priorities, DRR, Climate Change Adaptation (CCA), and broader Resilience programming. S/he will support CVM in the planning, implementation, monitoring, and reporting of these programs under the guidance of Coordinator for Programmes and Operations, in coordination with CVM counterparts, and respective CVM Branches. The role requires a good understanding of the country context, DM, DRR, and CCA global, regional and policy frameworks, with extensive experience and strong competencies in program management, facilitation of capacity building activities, and Planning, Monitoring, Evaluation and Reporting (PMER), and emergency response operations,
Job Duties and Responsibilities
1. Facilitate Development, Update and Dissemination of DM-related Frameworks, Policies, Procedures and PlansSupport CVM in the review, update and dissemination of the DM Strategy / Master Plan aligned with the DM strategic pillar under the new CVM Strategic Plan beyond 2021, based on country humanitarian and development context analysis and PER assessment aligned with the IFRC’s policy frameworks and emerging trends and strategies on DM, DRR and Resilience.
Support CVM in the update, testing and improvement of the Contingency plans for priority hazards including, but not limited to, cyclones, floods, drought.Support CVM in the effective dissemination, testing and improvement of the CVM Emergency Standard Operating Procedures (SOPs) at the national, provincial and district branch levels for both staff and volunteers.Support CVM in ensuring the sustainability and functionality of the Movement-wide DM Working Group led by CVM with the participation of Movement Partners.Facilitate the regular update, dissemination, and testing of the IFRC Readiness Plan.
2. Facilitate the Program Development and Support Program Management of CVM DRR, CCA, and Resilience ProgramsFacilitate the planning, implementation, and monitoring of relevant programs through the utilization of program cyclone management tools such as, but not limited to, work plans, activity concept notes, terms of references, and logical frameworks.
Ensure support to CVM in actively seeking funding opportunities and technical partnerships and support the development of project concept notes and proposals for new DRR, CCA, and Resilience Programs aligned with the CVM Strategic Plan and IFRC Operations Plan.Support the conduct of program-related assessment and planning processes on various themes such as community level vulnerability and capacity assessments (eVCA), DRR and contingency planning, and training and equipment/tool needs of community DRR Committees and CVM volunteers.
Perform as Technical Lead in IFRC-supported Emergency Response OperationsEnsure delegation’s DM programmes activation, guidance and support to necessary disaster response is available to CVM during emergency operations. This could include the use of Federation DM tools such as Emergency Appeals (EA), Emergency Plan of Action (EPoA), DREF, and deployment of FACT, Surge Personnel, and ERUs.
Manage the Monitoring and Reporting Requirements of IFRC-supported Programs as part of the DM PortfolioLay-out, establish and support the functionality of a monitoring and evaluation system, reporting mechanisms, and tools for programs under the DM Portfolio from the national to the branch level in coordination with CVM counterparts from headquarters and target branches.Manage the development, review and validation, and finalization of progress-, activity-, and donor reports ensuring good quality, accuracy and completeness of information and analysis with compiled necessary means of verification. EducationRelevant university degree in Disaster Management or Social Sciences, Program Management, Development Studies, or any related course. Relevant professional training and/or extensive experience in DM, Emergency Response, DRR, CCA, Program Management. ExperienceMinimum five (5) years related work experience in a humanitarian and/or development environment, including experience in implementing programs in DM, Emergency Response, DRR, CCA, or other related fields. Good understanding of the country context including disaster risks, policy frameworks, disaster management structures, and key opportunities and challengesProficiency in organization and facilitation of capacity building activitiesProficiency in developing analytical reports and other relevant program documentation (e.g., concept notes, terms of reference, case studies, etc.)Work experience with the international organisations, NGOs, and/or governmental development agencies
