Programme Background

IFRC is collaborating with Africa  Centres for Disease Control and Prevention (AfCDC) in Save Lives and Livelihoods (SLL) Programme and Community Health Work Force Programme.  

The IFRC and Africa National Societies (ANS) were selected by AfCDC and Mastercard as an implementing partner to deliver the RCCE component of the SLL Program. Programme consortiums were established per Sub-Region, and ANS will work under the leadership of 4 National Societies (lead applicant) and the IFRC. Lead applicants are the contract holders and responsible for management and reporting of the program for that sub-region. The regional division is as follows: 

IFRC – Contract-holder for Northern Africa and Nigeria (with a continental technical and coordination support role included). 

Cameroon Red Cross – contract holder for Central Africa 

Kenya Red Cross – contract holder for Eastern Africa and Indian Ocean Islands

Botswana Red Cross – contract holder for Southern Africa

Cote d´Ivoire Red Cross – contract holder for Western Africa (except Nigeria)

This partnership identifies the IFRC and Africa National Societies to project themselves as leaders in delivering RCCE programs and lead the efforts on the continent to reduce the vaccine hesitancy. As part of the “Agenda for Renewal”, the programme establishes a first Pan-African partnership with Africa CDC (and Africa Union) and an important donor such as MasterCard Foundation. It will also entail greater level of scrutiny and risk, hence requiring an “all of IFRC” support approach to program management, accountability, and governance, at all levels of the organization.

Job Purpose

Reporting to Head of PMU the Finance Coordinator is responsible for providing direction on all aspects of financial management ensuring financial control, financial reporting, training, and providing advice and support to IFRC PMU and Lead applicants PMU and to an extend the recipient national societies within a comprehensive financial management structure which are related to all operations of to the AfCDC Programme  

The incumbent will perform income analysis and ensure implementation as per donor requirements. He/ She will monitor available resources to deliver the program needs, oversee budgeting & planning, financial reporting, risk management and accountability. He/she will provide training and support to relevant stakeholders to ensure rigorous internal control environment in compliance with standard operating procedures and key performance indicators.

In addition to the accounting services, the post holder will provide a general support and advice to programme managers on all programme related financial issues from the budgeting to the final evaluation of the program as well as efficient and effective financial management.

Job Duties and Responsibilities

Risk Management, Internal Controls, and Regulatory Compliance

Ensure that a rigorous internal control environment is maintained, including:

review, advise and validate all contracts for approval

Coordinate financial risk assessment for various countries 

Coordinate and review the capacity risk assessments for all National Societies receiving programme and operational support; and 

Ensure implementation of finance policies, processes, and

In corporate risk management framework & control mechanism in the operation, and also provide training and disseminate the procedure on Fraud and Corruption prevention and control policy

With ever evolving Program initiatives, seriously consider the financial risks inherent in program activities, and suggest/implement methodologies to reduce such risk, in particular, field spot checking and approaches that lead to greater physical verification and validation of transactions.

Oversee external audits for all the operational countries in relation to the AfCDC programme where applicable 

Ensure implementation of internal and external audit recommendations.

Representation

Represent the IFRC with voluntary contributing member National Societies and donors, including state and multi-lateral

Negotiate financial terms and conditions of grants and pledges with donors and voluntary contributing National Societies respectively, ensuring win-win outcomes meeting donor requirements and enabling programme and operations

Review donor financial reports with donors and provide explanations of financial policy and its application if/as necessary, including with donor

Programme and Operational Support

Ensure MoUs and Project Agreements are in place prior to transferring working advance to recipient national society for implementation.  Project agreements should have clear budget breakdown, project proposal, time-frame for spending and reporting. 

Participate in SLL coordination platforms (at IFRC and Lead Applicant Level), providing financial risk and management advice and

With a view to matrix management, work with Country Operations and Cluster Links to ensure the timely deployment of qualified finance professionals in support of the

Support the timely development of Operating Budgets, and related expenditure

Work with Heads of Country Operations and Cluster Links to ensure expedited cash transfers in support of the SLL programme 

Support the Country Operations and Cluster Links with the timely execution of contracts with National Societies with a view to enabling timely programme and operational

Coordinate operational risk assessments come up with plans of action and;

Service Delivery and Improvement

Financial Management and Controllership

Coordinate the timely/quality preparation of operating and programme budgets;

Manage the day-to-day processing of transactions in accordance with established procedures;

Oversee budget review and revision process;

Financial Reporting

Prepare timely quarterly financial reports for management purposes;

Coordinate the preparation of Federation Wide Reports as and when required

Review and provide feedback donor financial reports, ensuring quality and compliance; 

Support programme and year-end audits including preparation of financial statements in compliance with the IFRC’s financial regulations and International Financial Reporting Standard; and

Perform income and expenditure analysis to ensure donor earmarking

Liaise with Head of PMU, Grants Coordinator and PRD team to ensure pledges are extended in timely manner and facilitate appeal base reporting.

Provide clear oral reports to internal and external stakeholders with a view to enabling understanding and decision-making.

Monitor Key Performance Indicators (KPIs) and coordinate actions as required. 

Treasury Management

Effectively manage the funds available for the operation consistent with organizational policies 

Maintain awareness of regulatory/sanction environment and ensure compliance;

Ensure sufficient cash flow to the operation

Audit Support

Ensure timely/quality preparation for all AfCDC Programme and contract audits, as well as annual audits;

Coordinate field-based audits with internal/external auditors and country finance management teams;

Develop plan of action for all control deficiencies raised by the external auditors 

Capacity Strengthening and Continuous Learning 

Train, support and advise the National Society in the development of its financial management and systems with collaboration of Finance Development colleagues in the region.

Support improvements, good practice and continuous learning and knowledge sharing in the Country in the above areas of service delivery.

Encourage and promote a culture of continuous learning and sharing of best practices among the finance team within the lead applicant and the recipient national societies. 

Conduct Programme Managers Finance training for key stakeholders such as appeal and project managers, national societies and partners

Education

Master’s Degree in Administration, financial management accounting-Required

Professional qualification in finance or accounting (Chartered accountant, CPA or equivalent)- Required

Experience

Minimum 5 years of prior professional experience in accounting and finance management, office administration, management function- Required

Minimum of 5 years in finance management position – Required

Minimum of 2 years work experience with an International Organisation, international non-governmental organization, NGO and/or government development agency- Preferred

Experience in working in an international environment, preferably with the United Nations or similar organization – Preferred

Experience of managing & supporting staff- Required

Experience of supporting a RC/RC society on finance management and computerised financial systems – Preferred

Extensive experience of budget preparations, cash-flow statements & financial plans, preferably with IFRC – Required

Experience in emergency response setting – Preferred

Experience in plan & budget, financial analysis & statements, reporting & treasury management, external financial audit. – Required
