Background

Organizational Context
Global overview The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the World’s largest volunteer-based humanitarian network. The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. Background Cyclone Idai made landfall on the evening of 15 March 2019 in the port city of Beira located in Sofala Province of Central Mozambique. The cyclone wreaked havoc on Beira and surrounding areas resulting in loss of communication, important damage and destruction to shelter and settlements, health and WASH facilities and thousands of hectares of standing crops, communication infrastructures and as well as loss of life and injury. The extent of the damage is still unfolding as access to communities is slowly being regained. It is becoming increasingly apparent that the extent of the devastation is widespread, and reports indicate that 1.85million people have been affected across Mozambique. On 19 March 2019, the Mozambican government declared a national emergency and has formally requested international assistance. As information becomes available there is an evident need to scale up the response and reach more individuals affected by the cyclone. A 31 million Swiss francs appeal has been launched. The appeal will enable the International Federation of Red Cross and Red Crescent Societies (IFRC) to support the Mozambique Red Cross (CVM) to deliver assistance to 200,000 people with a focus on the following areas of focus: Shelter, including Household Items (HHI); Health; Water, Sanitation and Hygiene Promotion (WASH); Livelihood and basic needs; Disaster Risk Reduction (DRR); Protection, Gender and Inclusion (PGI) and National Society Capacity Strengthening for 24 months. The planned response reflects the current situation and information available at this time of the evolving operation and will be adjusted based on further developments and more detailed assessments The purpose of this mission is to provide support to the IFRC Cyclone Idai response Operation in all the cash and voucher assistance (CVA) panned and implemented by the National Society within the Cyclone response operation.
Job Purpose
Under the supervision of the IFRC Operations coordinator and working together with the Mozambique Red Cross Society, the Cash and Voucher Assistance delegate will provide support to design, implement and monitor the cash and voucher assistance (CVI) developed to cope with shelter, livelihoods and WASH issues.
Job Duties and Responsibilities
Working together with the IFRC team and the Mozambique Red Cross Society counterpart, the Cash and Voucher Assistance delegate will:
In close cooperation with CEA, IM, Wash, Shelter and Livelihood technical coordinators, support the implementation and revision of all CVA activities included within current plan of action and budget for the Cyclone Response Operation,
Provide direct support to the IFRC team and the Mozambique RCS setting up cash and voucher assistance programming,
Ensure completion of cash planning, preparation and rollout of activities in selected project sites, testing the selected service provider, monitoring progress, financial reconciliation and collecting the required reporting documentations per the IFRC standards in coordination with Finance and Logistics departments,
Ensure that needs assessment, market assessment, financial service provider mapping, tendering and contracting are conducted in due time to have a timely and effective implementation that meets the program objectives,
In collaboration with the Logistics, Finance and Legal Department, map the potential FSP to be used in the response, and accompany the tendering and contracting processes of the identified providers,
Assist in developing the process and post-distribution monitoring system that provide systematic and standards indicators for CVA implemented through the Cyclone Response operation, allowing the achievement of objectives and planned results to be verified. Support MRCS to plan an appropriate scale up of cash and voucher assistance on the results of the pilots carried out, the capacity of the National Society and available funding
Produce accurate monthly reports of cash and voucher delivered assistance and utilisation using a secure system of accountability and control, ensuring beneficiary data management and protection. Conduct post distribution monitoring along with the MRCS to understand use and impact of cash and vouchers provided along with levels of recipient satisfaction. Provide recommendations for future improvement
Ensure beneficiary communications and feedback mechanisms are developed for the CVA in line with established communication strategies of the MRCS and the current emergency response. Ensure CVA key messages are effectively disseminated to recipients and relevant stakeholders and appropriate feedback mechanisms are established, maintaining the National Society’s commitment to beneficiary accountability,
Liaise with Finance and Logistic to ensure that standard procedures linked to CTP are well applied,
Provide mentoring and coaching including training to the Mozambique RCS counterpart and volunteers and closely liaise with MRCS field coordinators and assigned volunteers to ensure coherent and coordinated implementation.
Ensure good coordination on CVA between Movement colleagues, including the ICRC, Partner National Societies (PNS) and the implementing National Society. Ensure same tools and standards are applied to the various areas in which the CVA will be implemented in the country, based on the RCRC Movement cash toolkit.
When relevant engage in coordination with other stakeholders in the country (Cash working Group, CaLP, NGOs, WFP, etc.)
Education
University degree or professional qualification in Humanitarian Assistant or another relevant area
Practical Emergency Cash Transfer Training (PECT)
Market Assessment Online Training
Market Assessment Face to Face Training
Technical training in design, implementation and monitoring cash and voucher interventions
Technical training in disaster preparedness, response and recovery.
ODK or KoBo Training

Experience
At least 5 years experience of successfully implementing and coordinating humanitarian emergency response operations that include CVA in at least one context and preferably within the RC/RC Movement
At least one experience leading a voucher response within a humanitarian context
At least ten years of experience in disaster management or response in humanitarian operations
Demonstrated experience in assessment which includes needs, market and Cash feasibility considerations
Experience with alternative cash transfer delivery mechanisms and working with private sector
Experience of successful institutional fundraising and managing donor relations and adequate narrative and financial reporting
Proven capacity building experience with NS or equivalent, delivering trainings and providing on the job training and coaching
Knowledge and experience of RC/RC National Societies both as HNS and PNS
Excellent interpersonal, communication and negotiating skills
Experience coordinating and advocating to external stakeholders including government, NGOs, UN and Donor organisations.
Experience living and working in challenging and multicultural environments
Knowledge, skills and languages
Sound knowledge of and commitment to, a holistic approach to disaster management, with a particular understanding of recovery, and proven experience in cash and voucher interventions
Good understanding of shelter, livelihoods and wash interventions
Proven skills in strategic and operational planning, budgeting and reporting emergency response that included CVA
Understanding of the key issues relating to delivering cash at scale and skills to address them
Proven analytical skills and the ability to think strategically while under pressure
Strong analytical and problem-solving skills with independent decision making capacity
Excellent communication and inter-personal skills with the ability to represent the International Federation and to negotiate and influence people’s opinions
Knowledge of targeting methodology
Understand and use various beneficiary registration methods
Knowledge of feedback and response mechanism, including of appropriate methods of beneficiary communication and channels.
Contribute to the design and planning of distribution
Ability to transfer knowledge, skills, and/or abilities to staff and volunteers.
Experience working in insecure environments will be an asset
Fluently spoken and written English
Fluently spoken and written Spanish or Portuguese
Good command of another IFRC official language (French, Spanish or Arabic)
