Handicap International is changing his name and becomes « Humanity & Inclusion ». HI, Humanity & Inclusion is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

Since the organisation was first founded in 1982, we have set up development programmes in 62 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

JOB CONTEXT :

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 11.7 million people are currently affected by the crisis in Syria, including about 6 million IDPs, while over 5 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Eight years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of healthcare in many areas. In large areas of the country, the local economy is in bad shape local populations and IDPs are in need of livelihoods assistance. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

YOUR MISSION:

Under the direct management of the Head of Mission (based in Amman), and in close coordination with other senior colleagues in Amman and Beirut, the Senior Representative is responsible for the strategic development of HI’s official access to Syria.

In addition, according to needs and in reasonable proportion to the total workload, the Senior Representative might support the Head of Mission and the Senior Management Team in other strategic tasks, such as replacing temporarily one of the Area Coordinators during their absences, replacing the Head of Mission in high-level discussions/meetings, etc.

Important note: in case of successful development of an official access to Syria, the Senior Representative position will be transformed into a senior management position, and its missions will be adapted accordingly. The position will be responsible for managing the opening phase of a new office and the implementation phase of the related programs.

In this framework, your main duties are:

  • Representation
  • Access and partnership negotiation
  • Strategy and program development
  • Security and access management
  • Communication, advocacy, and humanitarian policy
  • Reporting
  • Strategic support to the mission 

YOUR PROFILE :

  • You hold a Master’s degree in related field
  • You have more than 8 years working experience as humanitarian worker with progressive increase in responsibilities
  • You have at least 5 years working experience managing teams, particularly in generalist positions (Project Manager, Area Manager, and Country Manager)
  • You have a previous experience in access negotiation and senior-level representation
  • You have a previous experience in opening a new office/country and launching new programs
  • You have at least 2 years working experience in complex contexts in the Middle East
  • You are fluent in English. An oral and written knowledge of Arabic would be an advantage. A previous experience with HI and/or a previous experience working in humanitarian programs inside Syria would be an asset as well as an oral and written knowledge of Arabic

CHARACTERISTICS OF THE POSITION :

The position will be based in Amman or Beirut in a first time and then in Damascus in case of registration.

Jordan is, comparatively to many countries where HI is present, a relatively safe and secure country, with regular presence of international tourists including from Occidental countries, and where the situation/context does not require having heavy security procedures.

Lebanon has been a relatively safe and secure country for several years. Starting from October 2019, regular demonstrations and a political and economic crisis have raised the level of uncertainty on the country’s future. The security situation remains under control at the moment, but might potentially worsen in the coming weeks and months. There have been no incidents targeting humanitarian actors or international citizens. The country remains open for tourism and hosts thousands of international citizens.

Syria has been convulsed by a protracted armed conflict and severe humanitarian crisis for the last 9 years. The city centre of Damascus is relatively stable and safe, only with rare, sporadic security incidents such as explosions of improvised explosive devices. Around 200 international staff from INGOs and UN agencies are based in Damascus. Some other cities and governorates in central and western Syria are relatively safe and potentially accessible for field visits, while other areas require additional precautions or are off limits for international staff due to presence of local insurgencies, explosive remnants of war, criminal groups, or proximity to frontlines.

CONDITIONS:

  • Starting date : 16/01/2020
  • Length of the contract: 12 months
  • Salary from 2972 € gross/month regarding the experience of the candidate
  • Perdiem : 650€ net/month if based in Amman – 820€ net/month if based in Beirut, to be determined in Damascus.
  • Insurances : medical hearth coverage, retirement planning, repatriation
  • Paid holiday : 25 days per year
  • R&R : 1 day per month
  • Status : position unaccompanied
  • Housing : Collective in Damascus / individual taken in charge by HI in Beirut or Amman
