JOB CONTEXT :

Handicap International (HI) has been operating in Lao since 1996, implementing mainly development actions aimed at improving the protection, quality of life, and the promotion of the rights of persons with disabilities (PWDs).

The intervention sectors in 2016 include Mine/UXO Action (clearance, survey, risk education and victim Assistance), Road Safety, Economical Inclusion, Inclusive Education, Early Child Development, Rehabilitation and Social Inclusion

From 2015 onwards, the program has received support from one Rehabilitation Technical Support and one Technical Support specialized in Early Child Development. Therefore, the projects’ teams have benefitted from intensive training & guidance and they are now autonomous in leading with success most of the technical activities.

However the presence of one advisor is still needed to answer technical needs of the teams and support the most complex elements of the projects (policy level work, technical task force, etc…)

YOUR MISSION:

As a Rehabilitation and Health Technical Support, you will work under the direct line management of the Technical Unit Coordinator and in close collaboration with the local staff, partners and members of the coordination team in Lao.

The Rehabilitation and Health Technical Support will provide support to both Early Child Development and Rehabilitation projects.

Your main missions will be:

• Providing need based technical support to the projects’ teams and partners : 60% of the time
• Ensuring qualitative projects’ monitoring and evaluation (M&E) : 15% of the time
• Building on qualitative projects’ knowledge management : 10% of the time
• Assessing & ensuring the adequacy between HI & Lao strategies and technical positioning with current and future projects : 10% of the time

Developing & capitalizing on opportunities for networking with the institutional and academic sector in Lao to build on the knowledge and skills around health and rehabilitation : 5% of the time
