The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 11.7 million people are currently affected by the crisis in Syria, including about 6 million IDPs, while over 5 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Eight years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of healthcare in many areas. In large areas of the country, the local economy is in bad shape local populations and IDPs are in need of livelihoods assistance. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

HI is managing a large humanitarian program from three different hubs (Beirut, North-West and North-East), along three main pillars:

1. Support to health partners (hospitals, psychosocial support centers, local NGOs) for the provision of multidisciplinary rehabilitation services (physical rehabilitation, psychosocial support and/or prosthetics and orthotics) and standalone psychosocial support services, through training, technical supervisions and donations of assistive devices and/or equipment;

2. Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and non-technical survey of hazardous areas;

3. Livelihoods assistance, with a combination of cash for work, vocational training, small grants for businesses and apprenticeships;

3. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).

The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.

JOB DESCRIPTION :

Under the line management of Area Coordinator, and the functional management of the Logistic Coordinator Amman, the Field Logistics Coordinator will be responsible to provide adequate logistics implementation and management for all Humanitarian programs, in the respect of the HI procedures and donors requirements in the Hub:

General
1. Ensure a proper implementation of HI new federal policy in link with Area Coordinator
2. Ensure a proper implementation of new logistics policy and procedures at each base, in link with WoS Logistics Coordinator.
3. Participation in operational planning
4. Consolidate all monthly logistics reports from all bases
5. Focal point for any logistics communication with Coordination in Amman and with HI Iraq mission
6. Overseeing the work of Supply Team / Manager, IT Officer, warehouse assistant, and Roving Logistics Manager
7. Reporting to the Logistics Coordinator
8. Actively participate in meetings, log cluster and with other NGOs.

Support to Bases:
1. Capacity Building : direct coaching to logistics staff in systems, and to program staff in logistics activities embedded within the programs (especially the supply process, procurement planning and stock management)
2. Ensure the harmonization of tools and processes
3. Ensure good communication in terms of linking with other support departments.
4. Realize regular audit on each base (procurement files, fleet management, equipment follow-up…)
5. Ensuring Logistics Managers, receive (or have access to) all the latest information, policies, tools and templates at all hub levels.
6. Ensure new premises, bases, fixed points and other facilities are provided with necessary systems and equipment to function properly.

Functional/technical support to all Logistics Managers in the following fields:-
• General Logistics:
•Facility Management (identification, maintenance, contracts, security, energy, running costs etc.);
•Equipment Management (Equipment Monitoring Charts, lending certificates, layout of equipment/furniture, maintenance/storage/security of equipment)
•Communication and IT management (updating ICT SOPs, harmonizing equipment, communication equipment in vehicles, communication requirements etc)
•Fleet/Transport and Movement Management (ensure derogations for vehicle rental, compliant procurement processes and contracts, size the fleet according to needs and budget, safe transportation of people and goods, efficient costing / planning)

PROFILE SOUGHT:

Qualifications:
•Humanitarian Logistics (as Bioforce) or equivalent in related work experience
•Technical background

Experience:
•More than 5 years working experience as logistic Coordinator and vast experience in supply chain management
•Previous experience with HI would be a strong asset
•Previous experience working in Irak / Middle East/
•Previous experience in cross bordering logistics activities.
•Proven experience in Training / Capacity Building

Skills:
•English mandatory (oral and written)
•Arabic and/or Kurdish a strong asset

Personal qualities:
•Ability to live in difficult conditions with strict security rules
•Strong organizational skills
•Autonomous, reactive and able to deal with priorities
•Extremely rigorous and precise, attention to details
•Diplomat, able to work collaboratively in a team
•Practical and problems solve
•Must have advanced people skills

CONDITIONS:

• Starting date : 25/11/2019
• Length of the contract: 6 months (renewable)
• Employee status, according to experience :
– Salary from 2757 € gross/month regarding the experience of the candidate
– Perdiem : 629 € net/month
– Hardship allowance : 500€ net/month
– Insurances : medical hearth coverage, retirement planning, repatriation
– Paid holiday : 25 days per year
– R&R : 7 days every 8 weeks
– Status : unaccompanied
