HI has been operating in Jordan since 2006, implementing projects ranging from the provision of comprehensive rehabilitation services, directly, through service providers or through a community based approach; inclusive local development, disability movement strengthening through capacity building of Disabled People’s Organizations and multi-stakeholder dialogue, among others.
In line with the Jordan Response Plan and the 3RP Regional Refugee and Resilience Plan, HI has always sought to integrate resilience and sustainable elements throughout its interventions, by adopting a twin-track approach which seeks to simultaneously address the direct needs of beneficiaries all the while engaging in dialogue with them, with local authorities and local actors to empower them to claim and address their rights to access these services.
Since late 2015 and in line with the evolution of the Syrian crisis into a protracted one, HI adjusted its strategy of intervention to progressively shift from direct to indirect service provision through partners. As of July 2017, the Jordan mission comprises a single entity seeking to ensure the continuity between emergency response, rehabilitation and development.
Currently, the Jordan Mission is implementing projects on Rehabilitation, Early Detection and Early Intervention (EDEI), Inclusion and Inclusive livelihood. HI Jordan receives funding from DFID, BPRM, DFAT, OCHA, Drosos and soon DFID DID the latter two specifically supporting inclusive livelihood

DESCRIPTION DE POSTE :

The position will focus on supporting and managing the implementation of the following projects, two of which are about to be completed, one ongoing and another one due to start soon.
Most importantly and alongside the implementation of the project, the PM will be expected to support the gradual nationalisation of the position by providing coaching and mentorship to a designated staff to be able to take on the role after the expatriate.

Under the supervision of the Operational Coordinator, the Rehabilitation Project Manager will be fully responsible for the operational, financial and administrative management of the above mentioned projects. He/she is appointed to and will be in priority accountable to the quality of actions.
He/She will directly manage two Supervisors: a Technical Supervisor and a Camps Supervisor and will play a key role in planning, monitoring and team management. However, the position will remain fully accountable towards the Operations Co-ordinator on all aspects of project management. The project manager position aims for a senior candidate, with sufficient autonomy and experience to work in a complex multi-stake holder context

PROFIL ATTENDU :

– Advanced degree in rehabilitation
– Minimum 5 years’ experience in international development, or emergency and post crisis environments, in technical positions
– Experience in EDEI and/or paediatric rehabilitation
– Experience providing technician advise and coaching to teams
– Experience in developing protocols
– Experience in working at national level in contact with high governmental actors
– strong strategic analytical skills
– Outstanding communication capacities, with a broad range of stakeholders
– Strong experience in capacity building
– Demonstrated ability to develop and apply clinical tools
– Demonstrated ability in writing national protocols

SPECIFICITES/PARTICULARITES DU POSTE :

Jordan is, comparatively to many countries where HI is present, a relatively safe and secure country, with regular presence of international tourists including from Occidental countries, and where the situation/context does not require having heavy security procedures.
Indeed, in the past 12 years of presence in Jordan, the security level remains at 2 for most of the time; this is due to its proximity to countries in conflict or involved in wars. The country is currently facing economic challenges and high rates of unemployment, which translate frequently to demonstrations mainly in the capital Amman. Jordan has a good level of acceptance of foreigners, and has a strongly respected Royal family. The police/armed forces are well trained, well paid and well equipped. The health conditions are really good in Jordan, with a complete access to high quality medical care in Amman (hospitals, pharmacies, labs, X-ray, IRM, all specializations doctors), allowing international staff to have a safe stay in country including with families and babies.
However, Jordan also faces some regular difficulties and possible tensions could be expected due to the regional situation, especially in the close-by countries.
