MISSION CONTEXT:

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Seven years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of health and psychosocial support care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

HI is managing a large humanitarian program from three different hubs (Beirut, North and North-East), along four main pillars:

1. Support to health partners (hospitals, care houses, psychosocial support centers, local NGOs) for the provision of comprehensive psychosocial support services ( psychosocial support, psychosocial support and/or prosthetics and orthotics) through training, technical supervisions and donations of assistive devices and/or equipment

2. Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and urgent marking of hazardous areas

3. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).

The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.

JOB DESCRIPTION:

Under the responsibility of the Area Coordinator, the Project manager Health will be in charge of:

-contributing to the need assessments and the elaboration of the intervention strategy
-providing supervision, coaching and on-the-job training to the program teams in the health sector (including physiotherapy, psychosocial support and prosthesis & orthosis components)
-managing the implementation of the programs under your responsibility and ensure the achievement of their targets and results
-ensuring regular data collection, data analysis and indicator follow-up for the programs under your responsibility
-managing the activity budget for the programs under your responsibility
-ensuring the respect of financial, logistical and HR procedures by the program teams
-ensuring capacity building of national staff with the aim to progressively nationalize key management positions
-representing HI with local partners and other humanitarian actors in the intervention areas, in coordination with the Area Coordinator

PROFILE SOUGHT:

Qualifications/training:
– Project management
– Bachelor’s or Master’s degree in a relevant field

Experience:
– At least 3 years of experience in management of humanitarian projects, in humanitarian / emergency contexts or in protracted conflict / chronic crisis contexts
– Experience managing budget
– Experience in donor reporting
– Experience in team management and staff capacity building
– Experience in remote management
– Experience on partnership management, strongly preferable

Competencies:
– Excellent English writing skills
– Strong level of analysis
– Capacity to integrate on a complex organization setup with multiple layers of communication
– Capacity to travel to Turkey
– Knowledge of Arabic

Personal qualities:
– Strong interpersonal and intercultural skills
– Strong writing and reporting skills
– Ability to work in a tense context with strict security measures

CONDITIONS:

• Starting date: 01/08/2019
• Length of the contract: 12 months
• Contract: salaried contract (from 2350€/month gross depending on experience)
• Per-diem: 637,25€/month net, paid in the Field
• Insurances: medical health coverage, retirement planning, repatriation
• Paid holiday: 25 days per year
• R&R: 1 day per month
• Status: single, family or couple possible
• Accommodation: individual fully covered by Handicap International
