Context of the Mission:
After a referendum following 50 years of conflict with the North, South Sudan became officially independent in July 2011. From then, the country has engaged in a long period of construction, expected to last for the next 50 years. This period has been violently stopped since December 2013 with an internal political and ethnic conflict creating massive displacement of populations inside and outside the country. And lastly in July 2016, a new outbreak of violence broke out and caused a wave of displacements. The country is now facing, added to violent clashes and wars, a major economic crisis driving it to a close collapse. The authorities are struggling to insure basic funding of these services with major corruption and bad governance. The country is highly dependent on external supplies of goods and services as well as the intervention and support of the humanitarian sector.
Given the difficulties and complexity of aid delivery and despite multiple efforts, humanitarian assistance often fails to reach the most vulnerable people whom, due to their loss of autonomy and also the lack of visibility tend to be invisible in emergency response systems. Because of inadequate accessibility (physical, attitudinal) or inappropriate assistance, they are often deprived from relief access, safe location/ adequate shelter, water and sanitation and other services.
DESCRIPTION DE POSTE :
Under the responsibility of the Project Manager and in close cooperation with the rest of the HI team and related technical advisors, the MHPSS Technical Advisor will be in charge of:
– Providing MHPSS technical support for the implementation of the DFID funded HARISS project in three project sites
– Acting as the focal point to coordinate MHPSS service provision with affected communities, DPO/CSO or disability activist groups, DFID staff and partners involved and/or supporting the project, while ensuring all stakeholders work together collaboratively to promote MHPSS disability inclusive strategies and operations within the HARISS programs.
– Taking an active part in the recruitment and the capacity building of the MHPSS team (job description, network identification, technical interviews, etc.)
– Effectively developing and mentoring a team promoting disability inclusive MHPSS response, including clinical supervision, development of individual plans of action, and performance support
– Regularly reporting on the MHPSS activities of the DFID program (statistics, review monthly objectives, etc.) as per requested by the project manager, emergency coordinator, senior psychologist and the technical advisor at HQ level.
– Based on identified gaps and needs in addressing the challenges faced by people with MHPSS problems in South Sudan and the protection risks they face, participate in strategy development and methodology of intervention to promote the uptake of inclusive MHPSS service provision as a cross-cutting issue in HARISS program and related data process.
– Based on identified gaps and needs, participate in the development of a strategic action plan and capacity building plan with mid-term and long-term objectives to promote the protection and inclusion of people with MHPSS problems.
– Identifying relevant opportunities, allies and entry points at sectorial, inter-sectorial, national and local level (humanitarian coordination mechanisms, government/state actors, civil society actors etc.) to promote reliable, helpful, and supportive MHPSS strategies, programming, and data systems.
The MHPSS Technical Advisor will work closely with HI staff and humanitarian actors to assess and address the needs of GBV survivors, persons with disabilities, and persons with mental health and psychosocial problems, wounded persons and other vulnerable individuals exposed to violence in three locations (Yei State in Yei County, Imatong State in Torit Country, Gbudwe State in Yambio County). He/she will be responsible for conduct training sessions and awareness raising actions targeting HI staff and other humanitarian actors on a MHPSS community- based approach.
The MHPSS Technical Advisor will have strong functional links with the Senior Psychologist on the mission for quality implementation of the projects and with the Technical Referent in HQ. He/she will also work closely with the three site managers of the project team.
PROFIL ATTENDU :
Education:
– Bachelor degree in Psychology or Social Science
– Master in clinical psychology or related field is an asset
Experiences:
– at least 3 years of professional experience working directly with people presenting psychological distress as consequence of experiencing adversities, or mental health condition
– experience in humanitarian field and NGOs is a strong asset
Competencies:
– good understanding of psychosocial issues in the country / culture of deployment
– ability to provide technical supervision in MHPSS
– ability to organize and implement activities according to the organization’s strategy

LANGUE(S) DE TRAVAIL :
SPECIFICITES/PARTICULARITES DU POSTE :
1)Security
The HI mission in South Sudan is under security level 3 with restrictions of movements and a curfew in Juba.
2)Accessibility
Juba is the capital of South Sudan, and accessible by commercial flights and by road. Road movement is generally unadvisable, due to general security situation and poor road conditions. Internal flights operated by UNHAS connect Juba with major cities and key sites across the country for development and humanitarian activities.
3)Accommodation
The office and the guesthouse are in one compound in Juba. The compound is in the center of town. The accommodation in Juba is simple but comfortable. Each staff has his/her own self-contained room with Air Conditioner and bathroom. . The living conditions are basic but acceptable (generator, water tanks, Internet, small gym, TV). Juba offers some facilities including bars, restaurants, gyms, and swimming pools for International Staff.
CONDITIONS :
• Starting date: 01/07/2019
• Length of the contract: 7 months
• Contract: salaried contract (from 2200€/month gross depending on experience)
• Per-diem: 529,92€/month net
• Hardship allowance: 500€/month net

• Paid holiday: 25 days per year
• R&R: 5 days every 6 weeks
