The SIGNAL (Strategic Analysis of Emergency Logistics) project will provide structural data and analysis of the logistics environments and vulnerabilities in the most fragile and at risk countries, prior to crises. It will document the impact of crises on these logistics environments and vulnerabilities, in order to allow aid decision makers and operators to consider logistics issues to optimize humanitarian response strategies and ensure they reach out to the most isolated and vulnerable groups. This project combines both preparedness and acute crisis analysis approaches.

JOB DESCRIPTION :

The Logistics Analysis HQ Specialist specialist will be responsible for the data collection methodology, the quality of the data collected, the creation and updating of data management tools and the dissemination of the results of data processing.

Tasks and assignements

– SIGNAL project strategy
• Development and guarantor of the concept of logistical vulnerability
• In control of the definition of the technical scope of action of the SIGNAL project in the field and at headquarters
• Member of the decision committee for the validation of new signal projects

– SIGNAL Methodologies
• Creation & development of the methodology for calculating the indicators
• Creation & development of evaluation data collection methodologies
• Creation of the PM toolbox for the field (databases; forms etc..)
• In charge of drafting the methodological guidelines
• Guarantor of compliance with these guidelines in the field

– SIGNAL HQ data management
• Definition of technical data collection
• Creation and consolidation of the logistics database at headquarters
• Conducts monitoring and secondary data collection (remote)
• Compile and standardize global data for atlas
• Guaranteeing the quality of the data collected on the field
• In charge of producing maps for the field and headquarters
• In charge of consolidating data on HI’s website
• In charge of writing logistics vulnerability analysis reports

– Human Ressources
• In charge of validating the technical content of all job profiles description related to the SIGNAL project
• In charge of “technically” validating the recruitment of project managers
• in charge of the briefing and technical debriefing of the project managers on their departure and return from mission
• Provides technical support from the headquarters to all SIGNAL project managers on the field
• In charge of supporting the project manager in the recruitment of these teams
• Supports the project manager in the technical training of these teams
• Support the project manager in the analysis and writing of analysis reports of the logistic environment
• In charge of recruiting and monitoring the trainee at headquarters

– Scientific watch
• Keep abreast HI’s field operations development, technical trends and innovations
• Contribute to identifying opportunities in terms of innovation or research projects
• In charge of the research & development of the collection tools within the SIGNAL project in collaboration with 3I and the field

– Partners Relationships
• Support the Preparedness and Emergency Responses PM for the promotion of the project as far as the technical part is concerned.
• Represent the technical expertise of HI/Atlas throughout its network in order to contribute to the exchange of best practices
• Participates in the identification of project partners as far as the technical part is concerned.
• Assesses the technical relevance of the new partners
• Evaluates the quality of the partners’ delivery

– Field visits
• Following the annual moving plan, provide regular field visit support (at least one time per field per year)

PROFILE SOUGHT :

You hold a diploma in supply chain management
You have at least 4 years of professional experience and 3 years in humanitarian contexts in an international NGO, preferably in the management of logistics platform
You have worked in the logistics private sector with data collection experience
An experience in HI HQ will be appreciated
You have excellent communication and reporting skills (oral and written)
You are organized, accountable, confident and results-oriented
You have a very good level of French and English, both written and spoken
Mastery of the office pack (Excel, PowerPoint, Word)

CONDITIONS :

• Type of contract : 12 months contract
• Salary + additional benefits: luncheon vouchers and health insurance
• Working hours: 39 hours a week with 22.5 days of additional holidays (RTT)
