Humanity and Inclusion (HI) is recruiting a Emergency Livelihood Technical Coordinator – Syrian crisis as from mid-August 2019 for 12 months.

JOB CONTEXT:

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Seven years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of health and psychosocial support care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

HI is managing a large humanitarian program from three different hubs (Beirut, North and North-East), along three main pillars:

1. Support to health partners (hospitals, care houses, psychosocial support centers, local NGOs) for the provision of comprehensive psychosocial support services ( psychosocial support, psychosocial support and/or prosthetics and orthotics) through training, technical supervisions and donations of assistive devices and/or equipment;

1. Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and urgent marking of hazardous areas;

1. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).

The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.

YOUR MISSION:

Based in Amman, with frequent travels to other operational hubs of Syria mission, within the Technical Unit and with the support of HQ Emergency Livelihoods Technical Advisor, the Technical Coordinator for Emergency Livelihoods is the technical reference in the mission for emergency livelihoods responses (cash for work, vocational training, apprenticeships and support to small and micro businesses). S/he is responsible for:

• Contributing to the overall strategic planning for HI’s mission and support the implementation and periodic review of the emergency livelihoods response technical strategy
• Providing regular technical guidance and support to HI’s emergency livelihoods project managers for the effective implementation of the relatively new livelihoods programs
• Leading the evaluation and capitalization of lessons learned from HI’s emergency livelihoods responses
• Exploring the response gaps and potential opportunities for HI’s future emergency livelihoods responses in new areas and/or with new aid delivery modalities
• Contributing to the recruitment, inception and training of staff related with emergency livelihoods responses
• Leading the definition of technical guidelines and tools for emergency livelihoods responses
• Leading the technical design and the data analysis of emergency livelihoods assessments, labor market studies, monitoring data, and other research efforts
• Contributing to HI’s external representation with Food Security, Early Recovery & Livelihoods and Cash actors and donors
• Providing input to all emergency livelihoods response related mission reporting needs

CHARACTERISTICS OF THE POSITION:

This is a highly mobile position. Employee should expect to spend at least 50% of the working time outside of Jordan, with trips to Beirut (Lebanon), Erbil and Dohuk (northern Iraq) and some accessible parts of Syria.

• • A bachelor’s degree is mandatory.
  • A master’s degree in humanitarian aid, international development, food security and/or economics is an asset.
  • You have at least 5 years of professional experience in the humanitarian sector.
  • You have 3 years of professional experience in livelihood emergency response.
  • You have already had experience in designing and implementing evaluations and livelihood assessment programmes (vocational training, support for small and micro enterprises, apprenticeship, cash-for-work).
  • You have experience working with local partners .
  • Experience in the Syrian and/or Middle East crisis would be a major asset.
  • You have experience in designing and implementing voucher-based interventions would be an important asset.
  • You have good internal and external communication and coordination skills.
  • You are comfortable with English (oral and written), Arabic would be a major.
  • You are familiar with IT tools: Office Pack, Internet, Skype.

You are able to work under high pressure and without constant supervision

• Salary from 2757€ gross/month regarding the experience of the candidate
• Perdiem : 637,25€ net/month

• R&R : 1 day per month (11 days/year)
