Since the organisation was first founded in 1982, we have set up development programmes in 63 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

Humanity & Inclusion’s Operation’s Division is composed of 5 Geographical divisions, 4 Technical divisions, an Emergency Division and an Information, Impact & Innovation Division.

CONTEXT: One of the 4 Technical Divisions is the Social & Inclusion Division (S&I Division) composed of 20 persons, around 6 sectors: Livelihood including Livelihood in Emergency, Inclusive Policies, Education, Social and Inclusion Technical Assistance.

HI is recruiting an Emergency Livelihood Specialist in Lyon for this Division.

Within the S&I Division, the Livelihood Unit, actually composed by 5 persons including a Manager, encompasses initiatives in emergency, recovery and development settings with around 84 projects in more than 35 countries that range from wage to self-employment, graduation projects, economic recovery and resilience.

OBJECTIVES: Under the responsibility of the Livelihood Manager, You look at holistic and inclusive responses to fulfill basic needs in emergency settings such food and no food items, hygiene and shelter, in strong collaboration with the Cash & Economic Recovery Specialist who focuses on cash interventions and economic recovery.

The objective of the position is to develop and frame the strategy, approach, methodology and the tools related to the implementation of activities related to basic needs with a focus on access to hygiene, NFI/food; as well as provide technical support and quality to field projects. Thus, you work with Geographical Directions and Field Programmes on the design and implementation of emergency responses in livelihoods initiatives with the goal on ensuring quality, as well as representing internally and externally HI in cooperation with the other Livelihood Specialists, the Livelihood Policy Officer, Accessibility Specialist and the Emergency Division team.

You actively contribute to the development of HI strategy and action plan on Emergency Livelihood, becoming the internal and external focal point and ambassador of the relevance of the sector and HI added value.

MAIN RESPONSIBILITIES:

Project support and development

  • Support Geographical Direction and Field Programmes in proposal writing providing high quality technical inputs and participate to the intervention programming
  • Actively contribute to the preparation of the Operational Strategy for the countries concerned, guiding the Programme team in setting objectives and action plan.
  • Support Field Programmes in the process of buying materials, equipment and prepare a stock in case of emergency and in ensuring project implementation quality
  • Provide Field Programmes with strategic inputs and support before/during and after the implementation to ensure relevance and quality of the interventions
  • Participate internally and externally to operational meetings in the framework of project implementation and monitoring when relevant

Knowledge Management

In collaboration with the other Livelihood Specialists and the Manager:

  • Participate in developing and finalising technical papers, tools and methods for the sector in cooperation with the 3i (Innovation, Impact & Information) Division and relevant field staff
  • Develop technical trainings
  • Improve and facilitate HI communication and working space on Livelihood and on Emergency

Participate in building the capacities of our technical teams

  • In collaboration with HR department, Emergency Division and concerned Geographical Direction and Field Programme participate to the recruitment of technical resources in the field and project managers
  • According to the identified needs, train and eventually coach technical resources and project managers in the field
  • Organise technical seminars

Representation in professional networks and sector positioning

  • Contribute and participate in relevant networks, clusters, IASC and working groups where HI is already member
  • Identify and analyse the value of engaging in new networks
  • Identify key partners for developing new consortia
  • Contribute, moderate and/or speak in conference, webinar, seminars to showcase HI expertise in inclusive basic needs and emergency livelihoods

DESIRED PROFILE:

  • You have 5 year field experience in emergency settings as technical advisor or project manager
  • You have expertise in two or more of the following sectors: emergency kit distribution, NFI/FI, hygiene EHA
  • You are comfortable with and “advisor position” not in charge of direct project implementation but as support to field staff to ensure quality, relevance and results of HI’s actions.
  • You have Good communication and writing skills, in English and ideally in French, other languages (Spanish, Portuguese, Arabic a plus)

CONDITIONS OF THE POSITION:

  • Permanent contract based preferably in HI HQ in France (Lyon or Paris) or Brussels
  • Sarting from July 2019
  • Up to 5 business trips could be expected every year.

  • Working hours: 39 hours a week with 22.5 days of RTT (work time reduction) to be taken each year
  • 5 weeks of annual leave
