JOB CONTEXT :
The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Seven years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of health and psychosocial support care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

HI is managing a large humanitarian program from three different hubs (North, Beirut and North-East), along four main pillars:

1. Provision of physical and functional rehabilitation (including P&O provision) and psychosocial support through support to health partners (hospitals, care houses, psychosocial support centers, local NGOs) through training, technical supervisions and donations of assistive devices and/or equipment and direct management of HI teams.
2. Livelihood intervention: support to vulnerable communities through vocational training, small grants and cash-for-work activities.
3. Mine Action : Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and urgent marking of hazardous areas; Demining activities are planned to start mid-2019.
4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).

YOUR MISSION:

Under the responsibility of the Head of Programmes and in close collaboration with the Grant Manager, the MEAL Department, the Technical Unit and the Support Services Department of the Coordination office, you are in charge of:
 Overseeing the respect of the overall project cycle management for the different projects / programmes and ensure the compliance with HI and donor management standards;
 Supporting Project Managers in the implementation and follow-up of the programmes, providing capacity building as needed;
 Replacing the Head of Programmes or Project Managers when needed;

Your main responsibilities are:
Programme management

 Propose/strengthen/develop WoS programmes follow-up tools at hub and coordination levels
 Follow-up the overall implementation of the programmes including achievement of the WoS mission targets and objectives within the planned timeframe
 Ensure smooth coordination and information sharing with technical and support teams when it comes to programs follow-up
 Supervise the respect of project cycle management phases and principles at mission level (assessment, planning, implementation, monitoring and evaluation) in the framework of HI Project Planning Monitoring & Evaluation Policy and in close links with the MEAL team;
 Supervise the respect of collaboration management processes and deadlines;
 Provide support to hubs to ensure respect of grant management process and deadlines defined at mission level in close link with Grant Manager
 Ensure the development and implementation of a capacity building strategy for HI’s partners.

Reporting

 Consolidate the overall programme reports from the four hubs;
 Participate to the monthly situation report (SitRep) by verifying / completing all the program-related information and reports from the four hubs;
 Support donor reports preparation for all programme-related aspects in collaboration with Project Managers and in close  coordination with the Grant Manager

Capacity building

 Ensure close supervision of the staff under his/her direct supervision and organise capacity building based on the individual action plan;
 Develop/organise/provide training and coaching of Project Managers/Officers based on identified need;

Internal communication & organisation

 Ensure clear communication and coordination among the team, in particular through shared written documents and during coordination meetings and with WoS team concerning programmes (especially with the hubs)
 Provides support in design, preparation, organisation and follow-up of workhops dedicated to programmes

Representation & Coordination

 Represent Handicap International in humanitarian coordination meetings (e.g. Whole of Syria cluster meetings) and in bilateral meetings with humanitarian actors and donors when requested;
 Represent and/or replace the Head of Programmes, when needed;
 Represent and/or replace an absent Project Manager, when needed.

Expériences / Formation du candidat YOUR  PROFILE :
• You have a minimum of 3 years of professional experience in field related to the position (Program, Project Management, MEAL)
• You have experience of local partnerships management
• Ideally you have experience with HI and/or experience in the area (Syrian crisis)

Salaire / Indemnité CONDITIONS:
• 12 Months contract starting from August 2019, based in Amman
• Employee status, according to experience :
– Salary from 2757 € gross/month regarding the experience of the candidate
– Perdiem : 701 €  net/month
– Insurances : medical hearth coverage, retirement planning, repatriation
– Paid holiday : 25 days per year ; R&R : 1 day per month
– Status : position open to couples & families
– Housing : Individual taken in charge by HI
