DESCRIPTION DE POSTE :
Under the supervision of the ATLAS Logistique Operations Manager, the SIGNAL Project manager will provide structural data and analysis of the logistics environments and vulnerabilities in the most fragile and at risk countries, prior to crises. It will document the impact of crises on these logistics environments and vulnerabilities, in order to allow aid decision makers and operators to consider logistics issues to optimize humanitarian response strategies and ensure they reach out to the most isolated and vulnerable groups. This project combines both preparedness and acute crisis analysis approaches.
OBJECTIVES:
The project manager will be responsible for obtaining and monitoring funding, managing the project result and its representation, and managing the evaluation teams.
MAIN RESPONSIBILITIES:
Implementation and Monitoring
1.1 Ensure the project implementation, in collaboration with adequate services and in line with global – Ensure activities planning and set up the action plan
– Ensure the activities implementation as per project proposals and in line with allocated budget
– Ensure that all activities are implemented following internal quality and technical standards and if necessary propose adjustment or improvements to meet the objectives
– Prepare and follow up on partnership agreements with implementing partners and other potential partners
– Ensure the good implementation and follow up of institutional policies (PSEA, mandatory transversal approaches, etc.) within his project
– Animate the coordination and collaboration with relevant internal services, especially logistics, RH, finance and technical resources
1.2 Develop and monitor the project data management system
– Design ToRs of data management system
– Assess different data management scenario relevant for this SIGNAL project
– Explore internal and external possibilities of developing the data management system
– Manage partnerships and external support to design the data management system
– Supervise the development of a suitable data management and aggregation system
1.3 Ensure the project reporting
– Monitor the result achievements and indicators, as per the logical framework
– Be in charge of filling in the appropriate reporting tools: monthly situation report, PM Box
– Provide a regular reporting to the line manager
– Write reports for the funding agencies when relevant and follow up on donors deadlines (grants, reporting, audits) in link with the project
– Guarantee the proper archiving of information
1.4 Prepare and pilot the project evaluation and lessons learned
– Plan and follow up on the project evaluations
– Produce the project capitalization and learning
1.5 Ensure projects outputs relevance
– Ensure compliance of project information, analyses, recommendations with aid actors needs and humanitarian relevance
– Ensure data collected and designed is accessible to non specialist audience
Management
– Set individual objectives, evaluate individual performance, contribute to development & career evolution, monitor competences for your team member(s)
– Organize and animate team meetings on a regular basis
– Manage the recruitment and selection for new positions in the project team
– Ensure strict application and respect of the Internal Regulations by the project team.
– Ensure functional support to field evaluation teams
– Ensure field adhesion of the project through fluent communication to the field management
Strategy & Business development
– Identify donors, networks, partners, NGOs, influential groups in his/her sector
– Write new project proposals for the continuity or expansion of this project
– Contribute to the writing of new proposals for new opportunities if relevant
– Influence major networks on practices and stakes of the concerned sector, more specifically influence donor and stakeholder policies, practices and budget priorities in his/her sector
– Contribute to the sectorial watch, the harnessing & the transmission of norms and international standards internally
– Make know to all HI the strategic networks, strategy of influence and new expertise
– Identify major opportunities and suggest priorities in terms of fundraising for this project
– Carry out donor mapping, analysis and recommendation of donors according to strategy
– Contribute to identifying opportunities in terms of innovation or research projects
– Develop internal and external communication project strategy
Project influence & Communication
– Represent the technical expertise of HI/Atlas throughout its network in order to contribute to the exchange of best practices
– Identify and develop partnerships and/or alliances with NGOs, Institutions, Research labs, and Companies (UN agencies, national stakeholders…) to ensure the project diffusion, distribution, publications (Relief Web, Log Cluster web site ect.)
– Keep abreast HI’s field operations development, technical trends and innovations
? Develop specific advocacy strategy or communication campaigns to promote the project outcomes
PROFIL ATTENDU :
• You hold a degree in a field related to the job (humanitarian, Sciences Po, etc.)
• You have at least 4 years of experience as project manager in an INGO and knows perfectly the project cycle management
• You have at least 2 years of coordination experience (and/or significant experience in negotiating/ representation of a project ot the organization at high level: U.N, donors…)
• You have excellent representation, diplomatic and leadership capacities
• You are able to manage and negotiate strategic partnerships with international and local actors and have a global vision to guide the organization’s development
• You are organized, accountable, confident and results-oriented
• A previous experience with HI in HQ would be highly appreciate
• You have a very good level of French and English (written and spoken)
