HI Background:

Handicap International- Humanity & Inclusion (HI) is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.

Project Description:

In 2020, HI will implement 5 projects in the district of Cox’s Bazar in order to respond to the Rohingyas Refugees crisis but also to provide assistance to households living in the Host Communities. The five projects are the following

· Mobile Units & Rehabilitation in Hospitals – Since 2017, HI deploys numerous Mobile Units (MU) composed of Physical Rehabilitation officers and assistants; MHPSS officers, Protection Officers, Social Workers, Nurses and Inclusive Sport officers in the camps to provide dedicated services to persons with disabilities and other vulnerable individuals. They work through both a door-to-door approach coupled with a static approach. In 2020, 11 teams are deployed in 13 camps. In additions, 13 Physical Rehabilitation officers and assistant are deployed in 5 health facilities (3 Governmental Hospitals and 2 NGO run clinics) located in the District to provide Physical Rehabilitation services to the Host communities.

· Mobile Units & Community-Based Protection – Since 2019, HI is piloting a new approach combining the Mobile Units (described above) with community-based Protection and PSS activities performed by 40 Rohingyas volunteers (24 Community Outreach Volunteers and 16 Para-counsellors). 3 MU and volunteers are deployed in 3 camps to deliver specialized Rehabilitation, PSS, Protection and Inclusive Sports services also with a combined door-to-door and static approach.

· Growing Together (GT) – Since 2016, HI is supporting various communities to create opportunities for approx. 2,700 children with disabilities and other vulnerable children (0-12years) in displacement context to learn and develop safely while having fun. To this end, the GT project supports Child and Parent Clubs and works with 45 services providers to support them is providing more inclusive services.

· Inclusion (Inclusive Education and Inclusion Mainstreaming) – HI supports approximately 330 children with disabilities (living in the camps and in Host Communities) in accessing Inclusive Education (IE) services through the provision specialised services (Speech & Language Therapy, Physiotherapy and Occupational Therapy). The project also supports 50 learning centres in providing Inclusive Education through teacher trainings and adapted learning materials distribution. In addition, HI supports 6 Consortia Partner organizations in providing Inclusive humanitarian assistance through Inclusion Mainstreaming support.

· Atlas Logistique (AL) services – Since 2018, HI/AL provides Storage and Transport services for humanitarian actors providing assistance to the Rohingyas crisis. To this end, AL project operates a transport platforms delivering humanitarian cargo to the entire district (including to 33 camps out of 34) and operates two Common Storage Hub (one in Unchiprang and one in Leda).

In order to support the Operations teams to track the number of beneficiaries reached and followed-up on a monthly basis as well as monitoring the results of their activities, a MEAL system is managed by a MEAL team composed of 6 members – a MEAL Manager, a MEAL Senior Officer, 4 MEAL officers.

The MEAL activities rely on a Data Management system that has been digitalised in 2018 and is managed through the SurveyCTO software.

Considering a significant volume of data collected and analysed on a monthly basis, it is necessary to review the overall Information Management System in place and to propose an optimization and a simplification to reach a better efficiency.

Assignment Summary:

HI is seeking a qualified and professional consultant to carry out a diagnostic of the current Information Management system in place, to propose an optimization of the current system through a simplification of the data flows and data sets as well as a review of the overall data collection forms.

The short-term consultancy is for a period of 45 days from April 2020 and will include induction and brief by HI Data Management Specialist and the MEAL team in Bangladesh; diagnostic of the current Data Management system, development of an optimized and simplified Data Flow/Data Management system; review of the current databases and their management and finally the review and simplification of the data collection forms based on the programme needs.

Objective of the assignment:

The objective of this consultancy is to produce a simplified and optimized Data Management system as well as guidance to the MEAL team in the day-to-day utilization, management and maintenance of the system.

The end result of this assignment is expected to provide a simplified data management system for the Cox’s Bazar district team as well as guidance/training to the MEAL team for its management and maintenance.

The good completion of the consultancy will be based on the successful implementation of the following objectives;

a) Global review/diagnostic of the current system including an analysis of the flaws and strengths

b) Development of an optimized and simplified data management system based on the current needs of both Programme and MEAL teams

c) Revision and simplification of the current Datasets/databases

d) In close collaboration with the MEAL, TU and Programme team, revision of the current data collection forms

e) Training and on-the-job coaching of the MEAL Manager and the MEAL Senior Officer in the use and the maintenance of the optimized data management system

f) Design of a final report compiling the description of the new Information System, guidance and tools for the day-to-day utilization and recommendations for its maintenance

Methodology:

a) Desk research: Review of the current system in place from point of collection to data extraction/analysis including review of the data mapping, data set/databases and their management

b) Consultative meetings with the MEAL team to become familiar with the M&E plans of all project implemented in Cox and the needs of the team in terms of Data Management

c) Consultative meetings with the Technical Unit Team to understand their needs in monitoring the qualitative aspects of the projects and review the forms.

d) Consultative meetings with the project teams to understand their needs and challenges in terms of data collection and reporting of project results

e) Proposition of an Optimized Data management system that will respond to the MEAL, TU and Project team needs. Presentation of the system through a validation workshop with the mentioned teams in Cox.

f) Preparation of a final report compiling the description of the new Information System, guidance and tools for the day-to-day utilization and recommendations for its maintenance.

Main Tasks for the consultant:

a) The consultant will work in collaboration with the MEAL Team, the project Managers and the Technical Unit Coordinator of HI Bangladesh as well as HI HQ Data Management Specialist

b) The consultant will facilitate several consultations meetings with various team members to understand the different needs the newly designed Information Management system will have to address

c) The consultant will design propose an optimized and simplified Data Management systems that will be presented to the Area Manager and TUC for collecting feedback, review and validation.

d) Facilitate a workshop with all relevant stakeholders to review the data collection forms

e) The consultant will conduct a technical training/on-the-job coaching to the MEAL Manager and Senior MEAL officer.

f) The consultant will share the first draft final report compiling the description of the new Information System, guidance and tools for the day-to-day utilization and recommendations for its maintenance. It will be then reviewed by HI teams.

g) The consultant will share the final report addressing the comments received.

Calendar:

  • Week 1: Briefings with the Data Management Specialist, Area Manager, TUC, consultative meetings with MEAL, TU and Project teams in Cox and in Ukhyia. Review of the current Data Management system
  • Week 2&3: Review of the current data management system, design of an optimized and simplified system; review of the database management
  • Week 4&5– Presentation of the proposed optimized Data management system; Testing of the proposed system and new databases ; Improvement and finalisation of the proposed Optimized Data Management system; Joined review of the data collection tools/forms, Training to the MEAL team
  • Week 6 -Development of tools for day-to-day utilisation and recommendation for its maintenance; final report writing.

Experience / Training

Skill and Qualification:

a) University Degree in Information/Data Management System

b) Strong knowledge of Data Management system including digital data collection, data mapping and analysis including minimum 3 year experience in data management

c) Previous work experience with an NGO would be a strong asset

d) Previous work experience in the Country/Region would be an asset

e) Previous experience with SurveyCTO would be an asset

f) Excellent analytical, communication and report writing skills

g) Recorded experience in workshop or meeting facilitation

h) Proficiency in quantitative and qualitative methods of data collection

i) Proven experience with data analysis and proficiency in statistics

j) Although we are looking for individual consultant, the applicant needs to demonstrate he is fully registered in his home country and able to produce an official invoice including tax certificate.

Salairy

Offer Expected:

f) The Consultant shall remain in charge of dealing with own medical and social security cover, and remain solely responsible for taking out any insurance policy which they should consider necessary in view of the activity & shall transmit a copy of the corresponding insurance certificate to HI on the date of the signature of Contract.

Deliverables:

a) Inception Report and work plan within one week after signing the contract

b) Optimized and Simplified Data Management system

c) Draft report sharing with HI Management

d) Incorporate feedbacks of HI Management including Technical Team

e) Final Report of maximum 30 pages maximum 2 weeks after the end the assignment.

HI’s consultancy package:

· HI proposes to cover directly the costs of international flight tickets as well as in-country shared accommodation and transportation

· The applicant will be responsible for obtaining his/her visa but HI will provide supportive documents if necessary

· The Consultant pledges to comply with the safety guidelines as well as will the internal rules of the location where the assignment is due to be carried out, provided that they do not limit their professional independence.

· Payment schedule

o 30% advance at contract signature, at arrival in Bangladesh.

o 70% after the reception of approved final report
