JOB CONTEXT:

Handicap International (HI) has been operational continuously in Libya since 2011, and up until the end of 2014 delivered a large-scale Humanitarian Mine Action (HMA) programme in Tripoli, Misrata and Sirte. During that period, HI teams protected countless civilians from the risk of death and injury due to explosive hazards through the clearance of over 30km2 of land, including schools, agricultural land, beaches and residential areas; removing and destroying over 112,000 mines and ERW in the process. Risk Education teams reached more than 110,000 at-risk civilians and trained 1,000 people from across Libya to deliver mine/ERW/ SALW Risk Education themselves.

Due to the relocation of international staff in 2014 to Tunisia, HI’s clearance activities were suspended and in keeping with its Mine Action strategy in Libya, a Victim Assistance intervention was developed; implemented today through a team of 60 national staff in Tripoli, Misrata and Benghazi. Eleven outreach teams provide specialized services to vulnerable internally displaced and non-displaced with disabilities and injuries, including the provision of physical rehabilitation, psychosocial support, provision and fitting of assistive devices, and referrals to other external services when needed.

Following on from an assessment into mine action needs and opportunities at the end of 2017, from mid-2018, with the permanent redeployment of international staff to Libya, HI re-launched Non-Technical Survey (NTS), Explosive Ordnance Disposal (EOD) and Risk Education operations based out of Misrata, initially working in Tawergha and Misrata city. In 2019 HI plans to continue working in the Misrata region with the full scope of humanitarian mine action as well as expand operations to eastern Libya, conditions permitting.

HI’s ongoing and planned activities in the mine action sector include:

– Land release and Risk Education in support of the return process for displaced populations.

– Continued assistance to and referral of victims of explosive hazards.

HI currently has four offices for Libya:

– Tunis coordination, Tripoli local coordination and operations, Misrata operations, Benghazi operations.

DESCRIPTION DE POSTE :

YOUR MISSION:

As a Medical Coordinator, you ensure the supervision and quality of HI’s medical capacity in Libya and carries out the recruitment, training and mentoring of medical staff required for delivery of mine action operations.

Responsibilities:

You will directly supervise all medical staff in the mine action department of the programme.

Your main responsibilities will be:

To support recruitment, supervision and capacity building on national medical staff

– Support recruitment and train new Medics to the requirements of IMAS and internal SOPs

– Develop and update the necessary training curricula and lesson plans and deliver continuous upgrading and refresher training

– Ensure that the Medics are supported and monitored to perform their duties according to the required standards through regular visits and quality assurances (QA) inspections

– In collaboration with the EOD Operations Manager, coordinate the deployment of national medics across bases, as necessary.

To supervise and monitor the programme’s medical capacity

– Define, evaluate and/or modify internal medical SOPs and practices;

– Assess the medical structures present in the areas of operation and select the structures of reference in case of accidents/ CASEVAC;

– Coordinate and manage MEDEVAC and CASEVAC if required, in coordination with the EOD Operations Manager, the Field Coordinator and the Head of Mission;

– Define/draft a medical referral and evacuation plan for the programme and ensure comprehension of key staff of the plan;

– Maintain and inspect First Aid kits in HI bases;

– Deliver First Aid training to HI staff as requested;

– Advise HI’s senior management of any health and safety issues applicable for the country and/or for HI’s specific areas of intervention;

– Provide the first point of contact for international staff health issues in the programme.

To support logistics

– Monitor medical equipment and trauma bags for serviceability and re-supply;

– Define the requirements of medical equipment (including ambulance adaptation and equipment) and accompany the Logistic teams in the purchase process.

COLLABORATION AND REPORTING:

You will prepare and submit a weekly report to the EOD Operations Manager including training delivered and QA conducted. In addition you will produce;

– A monthly report on the evolution of the medical related project activities and the planning of the next month’s activities, to be submitted to the EOD Operations Manager, the Head of Mission and the Global EOD Specialist.

– A final report, at the end of the mission is to be submitted to the Head of Mission as well as to the Global EOD Specialist.

Those documents have the goal to insure a good collaboration between you and HI

PROFIL ATTENDU :

Mandatory

– Certified and experienced in Pre-Hospital Trauma Life Support (PHTLS)

– Previous international experience in a similar position either in the military and/or with commercial companies or NGOs

– Proven experience in developing training material and delivering basic and advanced life support training

– Sound knowledge of Humanitarian Mine Action/International Mine Action Standards

– Predisposition to work within a multi-cultural team

– Good communication and writing skills in English

– Previous management and capacity building experience

– Patience, diplomacy and pedagogy are essential

Desirable

– Experience of field work with an NGO in the humanitarian/development sector

– Previous work experience in the Middle East or North Africa

-Monthly fees: from 4000 €, more depending on experience

-R&R*: 60 days over 12 months: the R&R rotation depends on the program policy
