JOB CONTEXT :

HI’s Middle East Regional Program (MEReP) is based in Amman with a regional host country mission (Jordan) and 3 affiliated countries (Egypt, Lebanon and Palestine).

The regional component of the mission is composed of a Senior Management Team (Technical, Finance, Logistics, HR) under the management of a Regional Program Director.

 

ROOTs (Reorganisation of Operations and Technical Departments of HI) project is deployed in the field since June 2019 (after a first phase at HQ). MEReP is already in line with majority of the ROOTS indicators (refer the 20 points making a Program Roots compliant) but has to adjust its organigram to several keys trends.

 

A creation of a regional MEAL unit is planned to be started from January 2020. Currently, MEReP has different MEAL components: (1) a MEAL unit for Jordan mission with a manager and officers; (2) a MEAL technical advisor in Lebanon and (3) several data collection officers among projects or base in Palestine. No MEAL in Egypt. In the regional office, only a Reporting officer. Objective is to shift from the Jordan MEAL to a Regional MEAL unit with clear branches per affiliated country. A national MEAL manager will be recruited for beginning of the year and all responsibilities and JD will be defined in coordination with the HQ MEAL unit guidance.

 

YOUR MISSION:

Under the responsibility of the Regional Programme Director (RPD), technically supported by the MEAL focal point HQ and working in direct collaboration with the MEAL manager and others related managers (HR and TU), the MEAL Specialist will be responsible to design and put in place the regional structuration of the MEAL unit. Objective will be to support and guide the new MEAL manager and his team on structuring the MEAL modalities for the MEReP, designing their main milestones to achieve over 3 years and action plan for first period.

 

Responsibilities:

  1. Design in collaboration with HQ, Region and affiliated countries the MEAL regional unit (Month 1)

–          Mapping of the needs and proposition of agile MEAL structure with main milestone to be achieved for the 3 years (via workshop or field visits)

–          Design of the structuration for regional level and affiliated country level (a first macro design is available) via workshop or top-down proposition

–          Check of the coherence with ROOTS and HQ standards

 

  1.  Coaching and guidance for MEAL staff (Month 1 and 2)

–          Participation to the selection and recruitment (if not finalised before) of the MEAL manager

–          Revise and define, in link with ongoing work at HQ level on standard job descriptions and principles, the main responsibilities and positions of the regional MEAL unit members

–          Confirm with the MEAL Manager, the MEAL system established on first phase (Month  1)

–          Define with the MEAL manager the 2020 action plan of the Unit to be implemented (in coherence with the 3Y main steps)

–          Provide tailored coaching/training to MEAL members and others related

 

3 – Monitoring and adjustment of the set up (Month 3)

–          Monitor the structuration and first period of deployment of the unit on some actions to identify points of blockage or improvement

–          Ensure a specific check on communication channels with the affiliated countries and effective launching of the collaboration with the MEAL manager

–          Produce a brief report on the methodology chosen for this 3 months mission and recommendations for others set up in HI.

 

 

YOUR PROFILE :

 

  • You hold a Master Degree in Economics, statistics or social science field
  • You have a minimum 5 years of experience in the Humanitarian and/or Development sector, including 3 years’ experience in design and implementation of MEAL systems
  • You can develop robust MEAL strategies and systems
  • You are familiar with both quantitative and qualitative data collection and analysis techniques
  • You have an experience of capacity building and coaching of MEAL and non-MEAL teams
  • You understand disability and HI approach
  • You have excellent verbal/written communication skills and strong report writing skills in English
  • A relevant experience of working in the Middle East context, ideally in Jordan and with Syrian refugees would be an +

 

CHARACTERISTICS OF THE POSITION :

Despite the different conflicts affecting the overall Middle East regional, the security in Jordan is good. In Amman, despite some sporadic demonstrations the living conditions are excellent with little restrictions. Jordanians are very welcoming and life for foreigners is generally quite comfortable. Expect minimum standards of respect and adaptation to the local culture and traditions. The post covers the regional programme, which may implies regular missions to the different countries where situation can be harsher and therefore under the conditions of security procedures established by HI, that have to be strictly followed. The position is based in the permanent Middle East Regional Programme in Amman (Jordan) covering for Egypt, Jordan, Lebanon, Palestine missions.

 

CONDITIONS:

  • Starting date : February 2020
  • Length of the contract: 3 months
  • Employee status
  • Salary from 2 757 € gross/month regarding the experience of the candidate
  • Perdiem : 650,50 net/month
