DESCRIPTION DE POSTE :Under the direct responsability of the Protection & Risk Reduction Director, and within the Protection and Risk Reduction Division (20 staff), the Manager of the new Unit IHA-IG-DGA will have for main objectives :

-to lead the framing and functioning of the new Unit created through the merger of the Inclusive Humanitarian Action and the Inclusive Governance teams, with the additional responsibility of the field roll-out of HI’s Disability Gender and Age policy
-to lead the ongoing framing, dissemination and uptake of disability and inclusion approaches through all HI sectors and settings
-to lead the team in their support to HI’s social mission projects: approximately 60 projects and components of projects
-to ensure the management of the Unit, supporting reorganization of portfolios, individual accompaniment and supporting change of Specialist’s posture and responsibilities within Operation Division ROOT’s process
-to represent HI’s global expertise in the field of disability and inclusion, both for our external and internal relations
Main responsabilities:
1/SteeringHe/she leads the definition of the scope and consequent plan of action of this Unit, with the needed prioritizationHe/she facilitates the development of the relevant components of the implementation plan of the 2 Stratechs with core components on inclusion, inclusive policies and inclusive governance.He/She defines and monitors the key performance indicators related to these plans and corrective actions, if necessary.He/she defines and monitors the budgetary elementsHe/she is responsible for the implementation of the Unit HQ global projects implemented: Leave No One Behind and Wellspring.He/she is accountable towards HI’s Future Comex on InclusionHe/she ensures overall consistency between the activities and management of his/her Unit with the other sectors of the P2R division and with S&I division as neededHe/she ensures that the various HI institutional policies are taken into account within the Unit activities and that they are applied to projects
2/ManagementHe/she is the Manager of the team composed (to this date) of 8 people, based in Lyon, Brussels, Washington DC, Calgary and Berlin, and coming from the former IHA and Inclusive Governance Teams. Team composed of 5 Global Specialists and 3 technical Project Managers (Leave No One Behind, Wellspring and Cross Roads)He/she leads the managerial change of the organization with his/her team by applying the 11 target behaviors of the manager 2.0 reference systemHe/she supports the shift of the global Specialist posture in coherence with ROOTS processesHe/she assists his/her team in defining their annual objectives and conducts the annual reviews. He/She contributes to the professional development and career development of his team members
3/ExpertiseHe/she updates and consolidates disability & inclusion approaches for HIHe/she ensures support to HI programs for roll-out of DGA policy, in close coordination with other projects/systems such as Be Inclusive or Accountability MechanismsHe/she leads the design of standards and operating frameworks and tools of the Unit to be implemented on the projects of our social mission. He/She ensures that they are well understood and appropriated by the teams via global Specialists and strongly interconnected with the sectors of services that HI reinforcesHe/she ensures the development of a professional channel, with transfer of knowledge between programs and the consolidation of a community of practiceHe/she ensures quality control for the projects in the scope of the Unit
4/Business DevelopmentHe/she coordinates and leads (in his/her capacity as Manager) the development of opportunities related to IHA, inclusive Policies, DGA etc.He/she supports the development of an offer of service “technical assistance” on line with our strategy 2025
5/InfluenceHe/she represents HI in main disability networks and UN arena related to SDGs, CRPD, inclusion in humanitarian mechanisms etc. He/she is the focal person for IDA and all global networks on disabilityHe/she contributes to strategic advocacy campaigns conducted by AIRHe/she leads the technical advocacy plan in coherence with priorities defined in the STRATECHs
PROFIL ATTENDU :-you hold a post graduate Degree or equivalent in the field of education, psychology, sociology, social work or related area
-you have minimum 8 years’ work experience in disability inclusion, disability rights-you have minimum 5 years’ experience in project management or implementation of actions on inclusion of persons with disabilities and/or vulnerable groups in humanitarian settings and development settings-you have minimum 5 years’ experience in humanitarian and/or protracted crisis context and 5 years on development projects-you have minimum 10 years’ experience in designing and implementing capacity building programs for partners, as well as providing capacity building support and facilitation-you have experience leading strategic planning and in program design and proposal development-you have significant experiences on policy support with public policies makers, donors, local authorities-you have solid experience on support to Civil Society Organisations and Disabled people organizations and Support to mainstream stakeholders to become disability inclusive-you have a sound understanding of issues related to vulnerability and disability, protection, as well as identification and support of particularly vulnerable and excluded populations, households and individuals-you have strong Team management and leadership skills-you have excellent networking, interpersonal, communication and presentation skills-you have excellent Advocacy skills-your are results’ oriented-you are able to work with a strong level of autonomy-you speak English & French fluently, Spanish is a plus
