HI, Humanity & Inclusion is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

Since the organisation was first founded in 1982, we have set up development programmes in 62 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 11.7 million people are currently affected by the crisis in Syria, including about 6 million IDPs, while over 5 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Eight years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of healthcare in many areas. In large areas of the country, the local economy is in bad shape local populations and IDPs are in need of livelihoods assistance. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

At least 69% of the Syrian population lives in extreme poverty and 10.5 million people are food insecure. Just under 10 million people are in need of assistance in re-establishing their livelihoods and regular sources of income.

Both the conflict and climate change have resulted in reduced agricultural production, which has had serious implications for food security as well as for the population’s livelihoods.

Post-conflict recovery in Syria must focus not only on the rehabilitation of functioning markets and skills training, but also on the reestablishment of productive social and economic networks, which is critical to creating more cohesive, resilient and adaptive communities


The actual intervention is based on a mix of direct and remote management of national teams, remote collaborations with local structures and organizations, and direct implementation within an NGO consortium where HI works closely with CARE, NRC and Mercy Corps.


The project’s objective is to contribute to the restoration of livelihoods and economic links between groups and increased household income. This approach will be based on market and feasibility assessments, include liaison with the local community, and support asset restoration after clearance and demining.


Based on the needs identified, HI will provide vocational training services, cash for work, internships and small grants.


As PM, you will also provide technical inclusive livelihood support to all consortium members across all intervention areas in ensuring that the design and implementation of all activities take an inclusive approach and that they provide people with disabilities with equitable access to different livelihood opportunities.



Reporting to the Field Coordinator, you contribute to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in your area. You ensure optimal quality and impact of the projects implemented in the area by means of a delegation system with appropriate control mechanisms. With all HI managers, and through paradigm changes, you share responsibility for the sound management and effective functioning of the global organization.


In this part, your different missions are:

  1.  Staff Management: recruitment, career development, team meetings, ensure strict application and respect of the programme’s Internal Regulations by the project team….


  1.  Expertise: provide the technical expertise for your project, ensure that the activities implemented comply with international technical norms and standards, runs technical training, ensure technical learning by drawing on lessons learned and good practices…..


  1.  Implementation and Monitoring of the project in collaboration with the relevant services and in line with general standards and procedures, Project data management, project reporting, prepare and steers project evaluation and capitalisation


  1.  Influence & Communication: Contribute to HI’s external influence by participating in relevant networks when relevant; communicate on the project to partners, authorities and stakeholders when relevant


  1.  Strategy & business development: contribute to programme operational strategy (STRATOP), contribute to new project proposals for the continuity or expansion of the project, contribute to the drafting of new proposals for new opportunities




  • You hold a degree in economics, international relations….
  • You have at least 2 years of experience in project management in humanitarian/emergency context
  • You have proven experience working with communities on small business set-up, vocational training and cash based programming……
  • You master livelihoods, economic empowerment and market development
  • You already provided advice to INGO staff on technical implementation of gender, age or disability concerns
  • A first experience in Middle Eastern countries would be an asset
  • You are fluent in English



The North-East Syria (NES) HI teams currently work in semi-remote from Erbil, Iraq where there is a safe and comfortable working environment. At time of writing, regular visit to the field are possible. HI’s project areas in NES remain a hardship mission, with project sites relatively isolated with long distances of travel to and from project site.


The North-East region, where HI’s current first base is located, is relatively isolated and the trip from the closest international airport in Erbil (Iraqi Kurdistan) to the 1st base takes around 8 hours by car, including the crossing of an international border. The 2nd base and 3rd base are around 5 hours by car beyond the 1st base, in distant locations.


International staffs live in collective guesthouses with 3 to 6 permanent staff and occasional visitors. Life conditions are good, with well-furnished individual rooms, full-equipped kitchens, ACs and heaters, and terraces/gardens.


Despite a low rate of security incident, and because of the isolated localization of the 2nd base, security rules in the 2nd base are very restrictive with strict curfew and no possibility of socializing, current security rules in the 1st base are restrictive but there are possibilities to socialize with other NGO workers. The Guesthouse of the 2nd base is equipped with extensive sports equipment and entertainment items.


The security situation in the North-East area has worsened in the first half of October 2019, creating uncertainties on future access to this area, before gradually stabilizing during November 2019. The international team is currently relocated to Erbil, managing the activities in semi-remote control, with regular visits to the North-East.


In the current context, you are expected to spend 50% to 70% of your time, and possibly longer, inside the North-East for management and field monitoring of the project, with duty station in the 1st base and regular visits to the 2nd base, where the bulk of the livelihoods program will be implemented. The remaining time will be dedicated to remote support and reporting from Erbil.
