JOB CONTEXT :

In Iraq, HI is present since 1991, implementing development programming in the governorates of Dohuk, Erbil, Suleymaniyah and Halabja, in order to advocate for the rights of persons with disabilities and improve their access to services through support to Disabled Persons Organisations (DPOs). Since 2014, HI has scaled up its intervention in Iraq to respond to the humanitarian needs generated by the capture of territory by the IS-group, subsequent military operations and the widespread displacement of Iraqi populations. HI has become a lead implementing agency in the emergency response in the Health and Protection sectors, operating across Ninewa, Kirkuk, Baghdad, Sulemaniyah and Diyala Governorates.

 

Handicap International (HI), in Consortium with Action Against Hunger (ACF) and local partners, including local organisations of persons with disabilities (DPOs), will support the livelihoods and economic development needs in the Kurdistan Region of Iraq (KRI). As part of Outcome 1, HI will identify Livelihoods SME beneficiaries which will receive Business Skills training, Life Skills and Emotional (LSE) training, business plan development support and will go through a competitive business grant process. The aim for this project as part of Outcome 2, which will be the main focus of the Technical Advisor, is supporting and developing the inclusiveness of livelihood activities in the Kurdistan Region of Iraq (KRI) for women and men with and without disabilities, including youth.

 

YOUR MISSION:

Within the Technical Unit and with the support of HQ Technical Referents, as Inclusive Livelihood Technical Advisor you are the point for the design and implementation of inclusion activities, focused on livelihoods.

 

You will develop and roll-out trainings, standard operating procedures, and tools for inclusion in livelihoods. This will include developing and providing trainings on Inclusion to Livelihoods actors in KRI, supporting them through the project cycle in ensuring that programming inclusion at all stages and building the capacities of the HI teams in order to provide Inclusive Livelihoods support, focused on the inclusion of people with disabilities.

 

You will be responsible for the technical quality of mainstreaming and promoting inclusion of men, women, boys and girls with disabilities in livelihoods programming provided both directly by HI and its partner in an inclusive livelihoods project. The inclusive livelihoods activities include small business creation, business grants, apprenticeships, life, social and emotional skills training, business skills training and vocational training, with a strong inclusion mainstreaming component, a barriers and facilitators to inclusive access to livelihoods assessment, and an awareness campaign in targeted communities on inclusive livelihoods.

 

You will also be responsible for:

  • Contributing to the overall planning for HI’s inclusive livelihood programming and lead the implementation of strategy and interventions on disability, age and gender for inclusive livelihoods in close link with other relevant technical expertise and sectors of intervention based on identified opportunities, needs and interests.
  • Providing regular guidance on disability mainstreaming specific to the inclusion project implemented by HI and a partner, including technical support and skills development to HI staff, partner organizations, livelihoods actors and civils society organizations, including organizations of persons with disabilities, to promote a coherent and evidence based approach.
  • Ensuring a coherent and adapted approach to inclusive livelihoods for the project and the wider humanitarian body where appropriate, promoting and advocating for disability, age and gender inclusion within livelihoods activities in humanitarian action and development in Iraq.
  • Developing tools and resources in line with global and national frameworks to ensure that livelihoods are inclusive of men, women, boys and girls with and without disabilities, including older people, and supporting the widespread roll-out of tools and guidelines both internally (HI) and externally (project partner and livelihoods cluster).

 

 

YOUR PROFILE :

  • You hold a degree related in the field of Livelihoods
  • You have previous experiences in providing technical advice on mainstreaming disability in the livelihoods sector (ideally to mainstream NGOs in livelihoods sector) & experience in designing inclusive needs assessments and / or participatory barriers and facilitators assessments (ideally in livelihoods sector)
  • You already worked in Humanitarian sector
  • You know how to develop training materials and facilitate training. You have strong skills in capacity building
  • You have strong interpersonal and cultural skills and know how to develop and maintain effective work relationships with a variety of stakeholders
  • You are fluent in oral and written English

 

CHARACTERISTICS OF THE POSITION :

  • This is position is based in Suleymaniyah, Iraq, with frequent travels to project locations in Halabja, Akre and Duhok, where there is a low level of insecurity.
  • In Suleymaniyah, there is a small but active social life and most facilities are available, such as international supermarkets, restaurants, sports facilities and hiking opportunities in the surroundings. The position will require frequent travel to the areas of intervention where HI and its partner are working in Halabja and Duhok.

 

CONDITIONS:
