Background

The Global Survivors Fund (GSF) was founded in October 2019 by Dr Denis Mukwege and Nadia Murad, 2018 Nobel Peace Prize laureates. Its mission is to enhance access to reparations for survivors of conflict-related sexual violence worldwide, addressing a long-standing gap identified by survivors. GSF provides interim reparative measures in situations where states or other parties are unable or unwilling to meet their responsibilities. It also advocates for duty-bearers and the international community to develop reparations programmes, while guiding states and civil society by offering expertise and technical support in designing such initiatives. GSF’s survivor-centric approach is the cornerstone of its work.

Context and objectives of the consultancy

The Asset Recovery for Justice Working Group (ARJWG) is a Syrian-led, survivor-centred, and internationally supported platform convened to develop practical, policy-oriented recommendations on financing reparations, including through asset recovery and repurposing. It brings together Syrian survivor- and victim-led organisations, civil society, government representatives, and international experts.

The group’s primary focus is to identify viable financing pathways for reparations and produce survivor-informed recommendations that can guide Syrian and international policymaking.

The consultant will serve as group facilitator. They will build consensus across diverse stakeholders and deliver concrete outputs in line with the working group’s mandate. The consultant will support both the ARJWG and the Secretariat (Global Survivors Fund.)

Consultant’s responsibilities and deliverables

Working group Establishment and Coordination

• Finalise the working group’s terms of reference, workplan, and meeting schedule in consultation with members;
• Identify risks and propose mitigation strategies to maintain trust and credibility in the working group;
• Undertake all communication and outreach with working group members and the Secretariat;
• Facilitate all aspects – including logistics – of working group meetings (in-person and online), ensuring inclusive participation, survivor representation, and actionable outcomes;
• Provide concise records of meetings (minutes with decisions, action points) and ensure action points are delivered.

Survivor Engagement

• Support the Secretariat and ADMSP with the mapping of diverse survivor groups including survivors of detention, conflict-related sexual violence and torture – with special attention to the inclusion of female survivor groups;
• In coordination with the project team, support and/or facilitate at least three consultations with survivor groups regarding reparation financing;
• Systematise the recommendations and conclusions derived from the survivors’ consultations and, in coordination with the project team, produce a set of survivor-informed recommendations on reparations financing and asset allocation.

Policy and Technical Outputs

• Provide input into the drafting of a Roadmap / Technical Paper outlining financing pathways for reparations, including asset recovery and repurposing, integrating existing research and mapping. Manage all aspects of paper drafting, publication and outreach;
• Develop a Call to Action for national and international partners, encouraging the repurposing of Syrian assets for reparation;
• Consolidate working group deliberations into a set of policy recommendations for Syrian and international stakeholders.

Advocacy and Dissemination

• Support the presentation of group outputs to the Syrian Ministry of Justice, the Transitional Justice Committee and relevant subcommittees, as well as to donors and international organisations;
• Support outreach and representation of the working group at relevant international fora (e.g., UNCAC, StAR Initiative, donor dialogues);
• Ensure preparation of communication materials (policy briefs, summary notes) tailored to different audiences.

Other Responsibilities

• Uphold survivor-centred, inclusive, and impartial facilitation practices;
• Coordinate closely with the Secretariat to ensure timely delivery of outputs.

Consultancy requirements

Education and experience

• Minimum 5 years’ experience in transitional justice, reparations, human rights, anti-corruption/asset recovery, rule of law or public policy in conflict / post-conflict settings in Syria;
• Proven experience convening and facilitating multi-stakeholder working groups or coalitions (government, civil society, international actors);
• Experience designing and facilitating participatory consultations with survivors, including survivors of detention, torture and conflict-related sexual violence;
• Strong track record in drafting analytical and policy documents (roadmaps, technical papers, recommendations, policy briefs).

• Strong organisational skills, including reliable follow-up on actions and ability to meet tight deadlines.
• Fluency in Arabic (spoken and written) and very good command of English (including written English);
• Based in Damascus, Syria and able to travel to other regions in the country;
• High integrity, discretion and sound judgement when dealing with sensitive information and politically complex issues.

Preferred Experience

• Degree in law, with preference for those with international law specialties.
