Project description
The project addresses the capacities of institutions that are particularly important for theparticipation of SMEs in the economy and aims to improve the service delivery of relevantagencies for the promotion of fair competition.
Job descriptionTasks of the team leader
Overall responsibility for the advisory packages of the contractorEnsuring the coherence and complementarity of the contractor’s services with other services delivered by the project at local and national levelDesign, implementation, monitoring and evaluation of capacity development measures for local partners in the following areas: procurement and SME developmentTaking cross-cutting themes into consideration (for example, gender equality)Staff management, in particular identifying the need for short-term assignments within the available budget, planning and managing the assignments and supporting local and international expertsEnsuring that monitoring procedures are carried outRegular reporting in accordance with deadlinesResponsibility for checking the use of funds and financial planning in consultation with the officer responsible for the commission at GIZSupporting the officer responsible for the commission in updating and/or adapting the project strategy, in evaluations and in preparing a follow-on phaseMaintaining contact with other donors
QualificationsEducation/training :University degree (bachelor’s/master’s) in the social sciences, business, economics, or comparableLanguages : Knowledge of French C1 in the Common European Framework of Reference for LanguagesGeneral professional experience : 10 years of professional experience in the public procurement sector ideally including 5 years’ experience with related complaint mechanismsSpecific professional experience : 5 years of professional experience in SME development ideally with focus on SME participation in public tendersLeadership/management experience : 5 years of management/leadership experience as project team leader or manager in a companyRegional experience : 5 years work experience in developing countries, including in francophone AfricaDevelopment cooperation (DC) experience : 5 years of experience working on DC projectsOther : Working knowledge of German and/or English (B2 in the Common European Framework of Reference for Languages
