Project description
Overall Objective
The EIB has put in place two loan Facilities in favour of Afreximbank to cover the medium to long term financial needs of SMEs and Midcaps in Sub-Saharan Africa:
i)    Afreximbank Loan for the Private Sector (EUR 100m, 2017)
ii)    Afreximbank Trade and Climate Action Loan (EUR 200m, 2018)
The overall objective of the TA operation is to ensure an effective and efficient use of the EIB loan facilities towards the financing – under the form of long-term loans – of financially, technically, economically, socially and environmentally viable private sector projects, by building capacity in strategic key areas relevant to Afreximbank’s business particularly with regards to its climate finance lending.
Project Description
The Technical Assistance intends to achieve the TA Programme’s overall objective by providing consultancy/coaching services and interventions to Afreximbank via a four component Technical Assistance Programme to support Afreximbank operations including:
Component 1: Ensure compliance with EIB processes and requirements under the financing facilities; The consultant is expected to perform a screening and needs assessment of Afreximbank to define training needs and design subsequent training plans. This will entail developing an assessment methodology to review the Afreximbank’s management structure, loan policies, loan screening criteria and credit approval process, in particular in relation to the EIB financed operations and will extend to branches performing loan origination.
Component 2: Design and deliver tailor made capacity building, training of trainers (ToT) and training/coaching programmes to Afreximbank staff on advisory services; The consultant will perform screenings and capacity building needs assessments of Afreximbank to define training/coaching needs and design subsequent capacity building training and coaching plans and curricula. Capacity building and coaching activities are expected to cover areas such as diversification of product offer and market research; risk management and monitoring; data processing and innovation; internal audit; governance, transformation, social performance and transparency to name a few. This will also include project finance , assessing the financial, economic and technical feasibility of the projects as well as on environmental and social issues with a particular attention to gender.
Component 3: Support Afreximbank in identifying and putting in place funding allocation requests for projects under their Project Development Program;
Component 4: Support Afreximbank to build capacity of final beneficiary SMEs  for private sector projects that can be supported with the EIB facility through the provision of capacity building & TA to develop SMEs capacity. The Consultant, in cooperation with Afreximbank will assess the needs of the different groups of Final Beneficiaries in terms of financial literacy, managerial and business skill capacity and building entrepreneurship. This is to ensure adequate loan servicing and that SMEs are presenting bankable projects. The Consultant will map other actors active in this domain to avoid overlap and identify synergies where possible.
Qualifications
Qualification and Skills
University degree, preferably at Masters’ level, in Social Sciences with a specialisation on ESG.
Fluency in English and/or French with a strong working knowledge of the other is required; Knowledge of Arabic is an advantage.
Computer literate;
Educational / trainer certification would be an asset.
General professional experience
At least 8 years of experience in the provision of Environmental and Social Sciences capacity building particularly in ESG;
Specific professional experience
Strong regional experience as demonstrated by at least 5 years of relevant international professional experience (based outside the country of origin) of which at least 2-3 years should have been spent in ESG and Gender activities in Africa preferably in at least one of the target countries;
Fully conversant with climate action policies and guidelines.
