Project description
The major objective of this assignment is to design a national AI policy including a detailed implementationplan for Rwandawith all relevantstakeholders, which willenable the
mass socio-economic opportunitiesAI systems pose butalso mitigate potentialharms and risks. Specifically, the national AI policy should be designed to serve a set of defined objectives, spanning across domains like research and development, talent development, digital literacy, data access, ethical precautions,innovation and physical/digital infrastructure. The policy should be in line with national SWOT analysis and focus on specific targets.
Tasks:
– Advise on the use of AI to boost Rwanda’s digital economy, including opportunities and challenges related to the use of AI
– Provide expert input drawn from ICT and digital economy strategies in Rwanda and the region
– Advise on promoting the update of AI technology in Rwanda
– Advise on challenges and opportunities related to physical and digital infrastructure
Qualifications
The Key Expert should have the following qualifications and experience:
– A Master’s degree in Computer Science, economics, engineering, law or other relevant areas
– Good business language skills in English
– 7 years of experience in the area of digital economy
– 5 years of experience in formulation and implementation of policy and regulatory frameworks for the digital economy, including national and regional ICT plans and strategies to drive productivity through digital economy; and designing and implementing digital agendas, masters plans for ICTs and pilot projects, with the purpose of accelerating the penetration, use and adoption of digital technologies.
– 3 years of experience in managing projects
– 3 years of experience in Africa including an in-depth understanding of the digital economy in Rwanda
– Experience in developing innovative business models, services and applications related to the new digital economy, including public-private partnerships
