A member of the largest global humanitarian network, the French Red Cross employs nearly 17,000 employees who, through more than 70 professions, place their professionalism at the service of the most vulnerable within medico-educational institutes, nurseries, retirement homes, functional rehabilitation centers, emergency accommodation centers, training, international missions …The sector fights against exclusion in Ile-de-France brings together 110 systems from very precariousness to reintegration (Samu Social, CHU, SIAO, hotel nights, CHRS …) and a number of FTEs of more than 630 employees.The Yvelines anti-exclusion pole represents a budget of 5 million, includes 80 FTEs spread over the following devices: 1 emergency accommodation centers for isolated men 2 migrant emergency accommodation centers 2 HUDA (emergency accommodation for asylum seekers) mobile teams from Samu Social 1 family accommodation center (ALTHO) 1 medical consultation system for homeless people.We are looking for a deputy director of the pole in CDI.Attached to the director of the division combating exclusions from 78, you carry out part of the management missions and you replace the director of the division during his absences.You support department heads in the implementation of establishment projects and in the issues that are brought to your attention. You carry out a development and partnership mission necessary for the activities of the establishments.You lead the human resources policy: animation of the teams, conduct of IRP meetings in the absence of the director, supervision and control of the operational management of human resources. You participate in the management of the budget and financial and accounting operations in conjunction with the regional management control service and the division director.You collaborate in the quality approach within the establishments of the pole (guarantor of the well-treatment within the establishments, application of the protocols, ensures the safety of the premises and the people accommodated. You participate in the management committee and develop, in pairs with the cluster director, a culture of belonging and openness of the cluster’s establishments (sharing of professional practices, etc.) Finally, you report regularly to the cluster director.
Expériences / Formation
With a higher education in medico-social establishment management, you have two to three years of experience as a director / director of an establishment , knowledge of the field of the fight against exclusions and measures is imperative.Good knowledge of budgetary functions and human resources and IT tools are essential. Your managerial skills, your flexibility, reactivity and your strength of proposal will be necessary to succeed in this position. A sense of reserve, thoroughness and respect for commitments are also required qualities.Position requiring on-call and travel.
