Terre des hommes (Tdh) is the leading Swiss organisation for children’s aid. Active in more than 45 countries, Tdh works with local and international partners to develop and implement field projects which improve the daily lives of over 3 million children and their relatives, in the domains of health, protection and emergency relief. This engagement is financed by individual and institutional support, with administrative costs kept to a minimum.

Tdh is currently implementing a large-scale emergency and rehabilitation program throughout the country in Ninewa, Salah ad-Din, Anbar and Kirkuk Governorates.

Terre des hommes just obtained funding (IHF 2nd allocation) to lead a WASH Out of Camp Consortium of 6 partners (4 international NGOs and 2 national NGOs) in 6 districts spread over 3 governorates for 8 months duration. In order to ensure the coordination of partners, the overall monitoring and reporting of the project and the strengthening of partners’ skills (with a particular focus on local partners), Tdh will set up a Consortium Coordination Unit with 2 full-time dedicated staff (1 Consortium coordinator and 1 MEAL and reporting manager) and partial support of support (compliance) and technical resources (WASH coordinator and hygiene promotion roving specialist).

 

Context:

The Consortium Coordinator is responsible for the coordination, coherence and quality of the intervention proposed by the 6 partners of the WOOC consortium. He/she ensures that progress is made in carrying out activities and achieving indicators by respecting deadlines and monitoring tools. He/she is responsible for the overall reporting of the project, communications with the donor and partners. Finally, he/she is responsible for accompanying and supporting the project partners and ensuring the capacity building of local partners.

 

Responsibilities:

  • Ensure that the project is fully implemented (by conducting regular fields visits among other things) according to the approved proposal and in accordance with partners commitments (activities, quality/standards, indicators, deadlines);
  • Develop and maintain relationships internally between consortium members and externally with relevant actors (including donors, appropriate cluster leads and local and regional authorities);
  • Communicate with consortium members clear guidance for project implementation, monitoring and reporting with appropriate timeline;
  • Organize and facilitate coordination meetings with all consortium partners (to share progress, discuss challenges, set timelines, provide guidance) and technical workshops (TWG) with the support of the WASH Coordinator and ensure regular strategic reflection (based on M&E data and field lessons learnt);
  • Ensure ongoing relevance of the programme, adapting intervention approach/content associated with contextual and organisational changes and opportunities;
  • Explore the scope for further possible partnerships between the Consortium and various governmental and non-governmental organisations for effective implementation and enhanced sustainability of the programmes’ activities and outcomes;
  • Represent the Consortium at appropriate meetings (WASH cluster, donors, etc.) and report back to consortium members;
  • Ensure the capitalisation of practices within the project and the production of communication tools (GIS, reports, …);
  • Organize and facilitate specific capacity building sessions for local partners, particularly on financial, administrative and logistical procedures, to ensure that practices are in good compliance with donor requirements;
  • Be responsible for overall financial oversight of the Consortium budget and expenditure;
  • In collaboration with Tdh compliance team, ensure compliance with relevant legal frameworks in all contractual, financial, labour and taxation matters.

 

Profile:

  • Appropriate qualification at master’s degree level, such as public management, development administration humanitarian and/or development studies, social sciences, political sciences or similar field;
  • Proven experience (at least 3 years) in middle to senior programme management and leadership positions working with local authorities, INGOs and NGOs;
  • Experience of managing large grants from major international donors, particularly CBPFs;
  • High knowledge in project cycle management in humanitarian sector;
  • Understanding of programme participant protection policies and international humanitarian standards, especially in child protection thematic;
  • Knowledge of key tools used by donor agencies, such as logical frameworks, results chains, theories of change, results-based management and financial administration systems;
  • Ideally, experience of working in or managing a consortium model;
  • Experience of working in Iraq or Middle East is an asset;
  • Excellent written and spoken English language skills.

Please be advised that living conditions in the field (volatile security context, basic living conditions, shared showers/toilets, curfew, restriction of movements, etc.) can be challenging and although Tdh does the necessary to ensure security and wellbeing of the staff, people used to a certain level of comfort might not feel at ease in the field.

 

Salary:

Expatriate contract under Swiss labor code 3’400 CHF (~2’950 €) < > 4’750 CHF (~4’100 €) net /month according to experience x 13 times.

Annual leaves: 25 days/year; local accommodation and transportation, health insurance, accident and medical repatriation insurance, return flight.

Duration: 8 months
