Terre des hommes Foundation (Tdh) is the leading Swiss child relief organization, based in Lausanne (Switzerland). Every year our projects support more than 2 million children (3 million in 2016) and their families in over 35 countries. We are part of the Terre des hommes International Federation (TDHIF), with 9 other sister organizations in Switzerland, Europe and Canada.

Since 1960, Tdh has helped build a better future for deprived children and their communities, making an impact with innovative and sustainable solutions. Active in more than 45 countries, Tdh works with local and international partners to develop and implement field projects which improve the daily lives of over 3 million children and their relatives, in the domains of health, protection and emergency relief. This engagement is financed by individual and institutional support, with administrative costs kept to a minimum.

In 2015, Tdh launched an integrated emergency WaSH, Child Protection and NFI response, following several waves of IDPs resulting from military operations to free Shirgat districts, as well as the South Mossul Corridor.

Tdh with its 300 staff employees is currently implementing a 12 Million CHF emergency and rehabilitation Program, throughout the country in Bagdad, Ninewa, Salah ad-Din, Anbar and Kirkuk Governorates.

Current donors: ECHO, OFDA, OCHA, DRL, UNICEF, BPRM, MoFA of the Netherlands.

Context

The Child Protection and Education Coordinator will be responsible for providing strategic direction and vision to the Tdh’s Child Protection and Education programming in Iraq and will be responsible for the overall quality implementation.

He/She will oversee the Child Protection and Education Managers (4) and provide guidance to the child protection and Education staff to ensure that stated goals and objectives are met, that the projects is appropriately monitored and evaluated, and that project reports are written and submitted in a timely manner.

He/She will and ensure that child protection and Education principles are being incorporated into the emergency programs.

He/she will conduct his or her duties in respect of the Charter of Terre des hommes and the Tdh Child Protection Policy.

Tdh expects that its contractors’ professional conduct reflect proper behavior in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Terre des hommes and defends in all circumstances the interests of the movement.

Tdh intervenes without any affiliation for politics, religion or financial profit. He/she will direct his or her activities and engagements without preoccupation of political, racial or religious affiliation.

He/she commits to observe discretion on any information related to the organization functioning and beneficiary related issues.

Responsibilities

Program Planning and Implementation 

  • Provide technical and management leadership to the Child Protection and Education Program in accordance with best practice and Tdh policy.
  • Ensure that all planned child protection and Education activities are implemented on time, within the budget, according to quality standards and as per the monthly plan.
  • With support from the CP and Education managers, follow quarterly, monthly and weekly activity plans to achieve expected results. This includes planning of activities, and procurement.
  • Identifying needs and gaps in programming and proactively suggest new activities to enhance the protection activities
  • Contribute to the development of country sector strategic direction and plans.
  • Work closely with various partners to ensure better coordination and representation of Tdh.
  • Contribute to develop new proposals related to Child Protection and Education sector

Monitoring and Reporting 

  • Supervise the CP and Education teams and CP and Education managers to conduct regular monitoring and evaluation activities, and on a regular basis liaise with partners to identify gaps and challenges as well as to ensure quality impact of the CP and Education approach.
  • Work closely with M&E officer to ensure data are collected to better report on activities and to ensure quality services for beneficiaries.
  • Draft monthly reports in addition to other reporting tasks as per donors and partners requirements.

Capacity building 

  • Identify training needs and develop a capacity building strategy.
  • Provide follow-up child protection and Education training where required.

Coordination 

  • Coordinate with other humanitarian partners and local authorities in the target areas, as relevant for the effective and efficient implementation of the CP and Education projects.
  • Attend Child Protection and Education Working Group meetings and clusters.
  • Advocacy and training (internal and external) on CPMS.

Human Resources Management 

  • To carry out necessary recruitment when needed, in respect to the local regulations, in collaboration with the CP and Education Project Managers and in coordination with the Human Resources.
  • To provide CP and Education Managers with ongoing staff monitoring, supervision, and support, including regular and constructive feedback. 

Security

  • Comply with Tdh Security Regulations.
  • Reports any security/safety incident and/or risk to the Country representative.
  • Informs CP and Education staff on security rules defined by the Country Program.

Profile

  • University degree and five-year relevant work experience.
  • Proven technical knowledge and skills in the field of Child Protection and Education.
  • Prior experience working in emergency settings or insecure environments.
  • Strong written and oral communication skills, effective in representation and liaison with external parties.
  • Proven ability to work as part of a team.
  • Demonstrated experience in capacity building and mentoring of national and international staff.
  • Personal qualities: works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
  • Fluency in English required (spoken and written), Arabic is an asset.

Please be advised that living conditions in the field (volatile security context, basic living conditions, shared showers/toilets, curfew, restriction of movements, etc.) can be challenging and although Tdh does the necessary to ensure security and wellbeing of the staff, people used to a certain level of comfort might not feel at ease in the field.

Salary

Expatriate contract under Swiss régulations 3’400 CHF (~2’950 €) < > 4’750 CHF (~4’100 €) net /month (according to experience) x 13 months.

Annual leaves: 25 days/year, local accommodation and transportation, health insurance, accident and medical repatriation insurance, return flight.

  • Commits to reducing the risk of abuse and harm by developing a culture of open and informed leadership within the organization and in our work with children and the communities in which we intervene in.
