Organizational Setting
This position is located in Mogadishu, Somalia.
 Reporting Lines
The Value Chain and Market Development Specialist will be under the overall supervision the FAO Representative in Somalia, general supervision of Head of Programme and the direct supervision of the Programme Manager.
Technical Focus
The Value Chain and Market Development Specialist will provide technical leadership to FAO Somalia’s work on value chain and market development under the OUTREACH II, PROACT and BRIMS Projects.
Tasks and Responsibilities
 Serve as the technical lead for designing, implementing and monitoring value chain and marketing activities;
Coordinate partners including private enterprises, community-based organizations and NGOs working on value chain and market development interventions;
Provide technical support for the formation of producer groups/cooperatives and other associations along the key value chains;
Coordinate capacity development activities in the areas of organizational development, agribusiness, value chain and marketing development including development of training modules;
Provide technical support to Ministries of Agriculture at federal and state level, cooperatives and local institutions;
Support Market-based SME development and establish linkages with business development services;
Coordinate the development of food quality standard for the selected value chains in collaboration with line ministries and international organizations;
Strengthen market linkages (local and international) through concerted value chain and market analysis/review of producer and marketing organizations;
Facilitate public, private and producer partnership forums (value chain actors, implementing partners) to address key value chain issues;
Participate in the development of an M&E framework and tools to ensure the measurement at output, outcome and impact indicators related to the project;
Advice project manager on agriculture market development related issues and value chain strategies in Somalia;
Develop concept notes and proposals on value chain and market development interventions.
 CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 Minimum Requirements
 Advanced university degree in agronomy, agribusiness management, rural development or related field;
At least Seven (7) years of relevant experience in agricultural value chains, rural commercialization and agricultural marketing;
Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.

Technical/Functional Skills
Capacity in conducting value chain assessments and determining appropriate interventions to enhance agricultural productivity and market access for farmers;
Demonstrated skills in post-harvest management, value addition, grading and food quality standards;
Familiarity with the FAO policies, programmes and systems is desirable.
Extent and relevance of experience working in complex conditions and deliver results preferably in the post conflict countries;
Demonstrated ability to work with different public and private stakeholders and coordinate the work of different partners;
Hands on experience in value chain and market development, capacity development of the value chain actors and public institutions in a conflict sensitive environment;
Work experience in more than one location or area of work, particularly in field position is desirable;
