Reporting Lines

The National Project Facilitator will work under the overall supervision of the FAO Representative in Zambia and will work in close collaboration with the National Project Coordination Unit (NPCU) for the Zambia Aquaculture Enterprise Development (ZAEDP), which is under the Ministry of Fisheries and Livestock (MoFL) and relevant FAO technical units.

Technical Focus

Programme development, coordination and operational assistance based on the knowledge of the local conditions, culture, language and institutions of the country of assignment. Ensure the smooth functioning of projects operations, consistent service delivery, and continuous evaluation and readjustment /improvement of the operational environment

Tasks and responsibilities

• Act as a focal point for all matters related to the daily operation of the field project(s) assigned

• Prepare project task force meetings and ensure the availability of secretarial support

• Ensure timely provision of inputs for personnel, technical support services, sub-contracts, training, equipment/supplies and other needs related to project operations

• Participate in the preparation of project work plans, monitors progress and, where, necessary, identifies corrective measures to overcome operational constraints

• Assist with the management of the project budget and prepares revisions as required

• Coordinate the timely preparation and submission of project progress and terminal reports required (as specified in the project agreements), as well as contributing to the preparation of analytical reports

• Coordinate actions related to timely field project completion/closure, including identification of project follow-up requirements

• Contribute to the preparation and/or assessment of new projects

• Ensure the quality of data/documentation in the Field Programme Management Information System (FPMIS) for all pipeline and operational field projects in the country

• Perform other related duties as required.

• Lead in the implementation of the FAO Zambia Aquaculture Enterprise Development Project (ZAEDP) and assist the Program manager and national team to identify any other specific needs to be addressed by FAO;

• Work with the national and FAO experts associated with: aquaculture business development; feed formulation; animal health; fish processing and; marketing to ensure the coordination of activities and timely completion of the same;

• Liaise with the national and FAO experts in developing or adapting the better management practices incorporated in training materials and support the delivery of training courses envisaged in the project;

• Serve as the resource person in the training programmes for farmers, traders, technicians and banks;

• Contribute to the production of a report that assesses the opportunities for developing and piloting aquaculture in Zambia, and how to incorporate within the FAO ZAEDP;

• Contribute to the review of aquaculture activities in the project targeted areas.

• Support the FAO technical team in identifying and recommending the procurement (following FAO manual section 502) of the necessary equipment and supplies;

• Support the Lead Technical Officer in the preparation of the quarterly and annual progress reports of the project and the terminal report

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Minimum of Bachelor’s degree in Fisheries, or Aquaculture, Veterinary Sciences or Fisheries economics or the equivalent.

• Experience of not less than five years working with farmers or farmer organisations or entrepreneurs

Selection Criteria

• Not less than five years of working experience  in project management and implementation

• Ability to train staff and farmers using participatory approaches or interactive approaches

• Adequately conversant with project areas or similar and be in a position to communicate in at least one of the local languages of the project locations

• Ability to work with computers or learn unfamiliar computer software applications

• Fluency in spoken and written English

• Strong interpersonal skills to work with various stakeholders
