Organizational Setting:  The Regional Office for Near East and North Africa (FAO-RNE) leads a key Regional Initiative on Water Scarcity. Established in the second half of 2013, the Water Scarcity Initiative (WSI) intends to support countries in coping with one of their most striking challenges: the pursuit of food and water securities, for a sustainable social and economic development, under an unprecedented severe escalation of water scarcity. The objectives of the WSI are: enhancing policies, investments, governance and best practices to sustainably increase water and land productivity; providing critical thinking and tools for strategic planning of optimal and sustainable allocation of scarce water resources; implementing a regional collaborative strategy for a water-reform agenda.
With the endorsement of the Sustainable Development Goals (SDG) by the world countries, the WSI has focused its attention to the SDG 6.4 (‘By 2030, substantially increase water-use efficiency across all sectors and ensure sustainable withdrawals and supply of freshwater to address water scarcity and substantially reduce the number of people suffering from water scarcity’) due to the relevant alignment of this SDG with the WSI goals. The WSI has thus developed a project aiming at ‘Implementing the 2030 Agenda for water efficiency/productivity and water sustainability in NENA countries’ (GCP/RNE/009/SWE), financed by the Swedish International Development Cooperation Agency (SIDA). This project is implemented in 8 countries of the NENA region (Morocco, Tunisia, Algeria, Egypt, Jordan, Palestine, Lebanon, Iran). In addition, the consultant may be required to support the overall coordination of FAO-Egypt in TCPf projects TCP/EGY/3708 – TCP/EGY/3710 – TCP/EGY/3711.
In addition and complementary to the GCP/RNE/009/SWE project, FAO HQ has developed , with the support from the Netherlands, a portal to monitor Water Productivity through Open access of Remotely sensed information (WaPOR) in near real time. The 2nd phase of the WaPOR project (GCP/INT/729/NET) focuses on developing in selected FAO Member countries practical applications and locally relevant solutions to increase land and water productivity using the WaPOR portal. Given the work implemented during the 1st phase of WaPOR and the importance of increasing water productivity in the country, Egypt has been selected as one of the ten countries for such field application.
Reporting Lines:  Under the overall supervision of the FAO Representative in Egypt and of the FAO-CTA (GCP/RNE/009/SWE) and in close cooperation with the technical team of the project, the expert will work in close collaboration with the national coordinators at the focal ministries in the country, and the team of Egypt FAO Office.
Technical Focus:Under the overall supervision of the FAO Representative  in Egypt (FAOR), direct supervision of the FAO Project Manager/FFS Specialist, in close collaboration with the relevant technical and programme units in FAO’s Regional Office for the Near East and North Africa (RNE) in Cairo and international and national consultants of the Project Implementation Unit (PIU) and in co-operation with national counterparts (mainly the Ministry of Agriculture and Land Reclamation (MoALR) and SAIL Project Management Unit at national and governorate levels):

Tasks and responsibilities:

Coordination•    Assist on the overall coordination, implementation and monitoring of the regional project GCP/RNE/009/SWE and of the application of the WAPOR project at country level (Egypt) with a focus on water sustainability, conflict resolution, and identification of constraints related to water resources, water use and productivity•    Prepare the country implementation plans for both projects (SIDA funded and Wapor) in close coordination with the National project team based on initial scheme proposed by the regional coordination team. This plan will define the support needs (consultants, contracts, procurement), monitor the agreed annual operational plan progress and adapt it regularly.•    Organise and facilitate regular meetings of the national multidisciplinary team for the water scarcity initiative (WSI) acting as advising board for the two projects and facilitating synergies with other national projects; of the project in order to keep them engaged and informed•    Ensure regular communication on the two projects and their joint implementation with different National Projects Coordinators from MWRI and MALR.•    Ensure the communication and adequate information flow among the national and international consultants.•    Take care of logistical arrangements and other matters during missions and for workshops (with the support of the FAO country office);•    Organize workshops and events required by the project; including preparing the agenda, budget, list of participants, media coverage/web-story in close coordination with the national project team, and the NMDT•    Assist on the overall coordination, implementation and monitoring of the water-related country TCP facility projects of FAO Egypt (TCP/EG/3708/C4; TCP/EGY/37010/C6; TCP/EGY/3711/C7).•    Contribute, as relevant, to the review of water-related aspects of FAO Egypt programme, including projects, UN join activities, etc.•    Contribute to development of new water-related projects in FAO Egypt.
Technical input•    Provide guidance and technical support to the projects activities as required in particular on irrigation technology and water management in agriculture.
•    Provide guidance and technical support on use of remote sensing for water accounting, water productivity or crop mapping.•    In collaboration with the technical team, organize the revision of the reports and technical documents. Follow up corrections, editing and publishing of reports.•    Ensure close monitoring of the field experimentation include the measure of evapotranspiration, water levels etc, reviewing progress and reporting monthly•    Carry out a preliminary technical review of reports from consultants and services providers before sharing with technical leads of the relevant outputs.•    Identify needs for capacity development related to project activities and prepare tailored capacity development requests to be considered by regional project coordination unit;•    Support on a case by case basis formulation, design, of proposal ideas related to water projects.
Project management.•    Develop country implementation and engagement plan in the country together with project partners and key stakeholders.•    Coordination and communication with government counterparts, national partners and stakeholders and the project partners;•    Identify additional country expertise (additional country level consultants) and Prepare Terms of Reference (ToR) of studies and consultancies, technical specifications for procurement ;•    Manage the selection and recruitment of national expert consultants and national service providers as needed;•    After each mission/event preparing the report and sharing with participants•    Ensure gender-sensitive implementation of project, including gender disaggregated data, gender-sensitive analysis and gender balanced participation in workshops;•    Ensure grievance mechanism is implemented, informing stakeholders of process and responding when needed.•    Take care of logistical arrangements and other matters during missions and for workshops (with the support of the FAO country office);•    Prepare and monitor the implementation of the letters of agreements/contracts with national partners for implementation of project activities. The monitoring will include the technical review of the deliverables prior to sharing them with the related technical experts of the project.•    Prepare project mid-term reviews, the annual reports and project completion reports;•    Monitor and report on project-related expenditures.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements    •    An advanced university degree in water resource management.
•    At least 5 years of relevant professional experience.•    Demonstrated knowledge and research experience relevant to water management as well as knowledge of the functioning of the FAO system.•    A deep understanding of water, land, agricultural development challenges and opportunities in low-income countries and emerging economies.•    Successful track record of representing an organization and working closely with senior level colleagues and working in high performing teams.•    National of Egypt.•    Good oral and writing skills in the English and Arabic languages.
